The provisions of this Title prohibiting the standing or parking
of a vehicle shall apply at all times or at those times herein specified
or as indicated on official signs except when it is necessary to stop
a vehicle to avoid conflict with other traffic or in compliance with
the directions of a Police Officer or official traffic control device.

The provisions of this Title imposing a time limit on parking
shall not relieve any person from the duty to observe other and more
restrictive provisions prohibiting or limiting the stopping, standing
or parking of vehicles in specified places or at specified times.

When signs are erected giving notice thereof, no person shall
park a vehicle at any time upon any of the streets described by ordinance.
(RSMo. § 300.530)
When signs are erected in each block giving notice thereof,
no person shall park a vehicle between the hours specified by ordinance
on any day except Sunday and public holidays within the districts
or upon any of the streets described by ordinance. (RSMo. § 300.535)
When signs are erected in each block giving notice thereof,
no person shall stop, stand or park a vehicle between the hours specified
by ordinance on any day except Sundays and public holidays within
the district or upon any of the streets described by ordinance. (RSMo.
§ 300.540)
Whenever by this Title or any ordinance of the City any parking
time limit is imposed or parking is prohibited on designated streets,
it shall be the duty of the City Traffic Engineer to erect appropriate
signs giving notice thereof and no such regulations shall be effective
unless said signs are erected and in place at the time of any alleged

It shall be unlawful for any person to operate or cause to be
operated any commercial vehicle upon any street within the City which
has been posted with an official sign saying: "BOULEVARD" or "NO TRUCKS"
or "NO COMMERCIAL VEHICLES."

Whenever by reason of thawing or frost, or rains, or due to
new construction, the streets are in a soft condition, the Street
Committee may reduce the maximum allowable weight on such streets
and roads and shall post notices at convenient and public places along
the road or roads. No person shall move or operate any vehicle weighing
in excess of the limits prescribed upon streets so posted.

A. When
snow, sleet or freezing rain is causing slippery or hazardous conditions
which might lead to serious traffic congestion, the Mayor or Chief
of Police may declare a traffic emergency; and until such emergency
is terminated, no person shall operate a motor vehicle on any street
in such manner or in such condition as to allow or permit such vehicle
to become stalled by reason of the fact that the driving wheels of
such vehicle are not equipped with tire chains or snow tires.
B. Whenever
snow has accumulated or there is a possibility that snow will accumulate
to such a depth that snow removal operations will be required, the
Mayor or Chief of Police may declare a parking emergency. Until such
an emergency is terminated, no vehicle shall be parked on the following
streets:
Belt Street north of Frank Street
Clark Street north of Frank Street
Platte Street north of Frank Street
Shafer Street north of Frank Street
C. All
vehicles parked on such streets must be removed within two (2) hours
after declaration of emergency.
D. Vehicles in violation of Subsections
(A),
(B) and
(C) hereof may be towed and the vehicle shall be recovered only upon payment of the tow bill and, in addition, the owner of said vehicle shall be subject to a fine as set out in Section
100.220 of this Code.
