No person shall erect in or upon any street or sidewalk in the Town any staging or place thereon any material of any kind in such manner as to obstruct or impede the free use of such street or sidewalk for public travel, without a written permit from the Department of Public Works Superintendent or designee, and no person shall place any material upon any street, sidewalk or tree belt in the Town which may damage or injure any person, animal or vehicle traveling thereon.

A. 
No person or persons, except employees of the Department of Public Works or their agents, shall break or dig up or obstruct any street or sidewalk or excavate within any public way without a permit from the Department of Public Works, which may require said person to furnish a bond if the Department of Public Works Superintendent so demands, to indemnify and save harmless the Town against all damages or costs by reason of any claims of damages or by reason of any process, civil or criminal, on account of the existence of such obstruction or excavation, and the Department of Public Works may impose such conditions, terms and limitations as it deems necessary. All work shall be in accordance with the Department of Public Works' specifications. The Department of Public Works shall notify the Police Department and the Fire Department of any such permit in a timely manner.
B. 
Any person licensed or permitted to obstruct any street or break or dig the ground of the same shall put up and keep at all times a suitable railing or barricade around the parts of the sidewalk or street so obstructed or dug up, so long as the same shall be unsafe or inconvenient for traveling. The person so licensed or permitted shall also keep enough lighted warnings at or near the parts of the street so obstructed or dug up, from twilight through the whole night, as shall be sufficient to warn travelers.
