Pursuant to the provisions of § 323.11, Wis. Stats., the Village President, the Chair of the Village Board Parks and Lakefront Committee and the Chief of Police, or each of them, are hereby authorized and empowered to declare an emergency existing within the Village whenever conditions arise at the Village launch site by reason of traffic congestion, impending riot or civil commotion, or acts of disorderly conduct, battery or other civil disobedience all occurring at the Village launch site. The period of the emergency shall be limited to the time during which the emergency conditions exist or are likely to exist.
During such emergency, the authorized and empowered Village officials shall have the general authority to order and bar, restrict or remove all unnecessary traffic, both vehicular and pedestrian, from the area of the Village launch site, notwithstanding any provision of Chs. 341 to 349, Wis. Stats., or any other provisions of ordinance or law.
Any person violating the barring, restricting or removing of all unnecessary traffic, both vehicular and pedestrian, from the area of the launch site shall forfeit not less than $10 nor more than $100, plus penalty assessment and court costs, and upon failure to pay any forfeiture, penalty assessment and court costs imposed may be imprisoned not exceeding six months or until such forfeiture, penalty assessment and costs are paid.
