A. 
Each police officer charged with the duty of enforcing this Part 4 upon finding a motor vehicle, trailer or semitrailer parked in violation of any of the provisions of this Part 4 shall make out a citation, which shall clearly indicate the nature of the violation and the time and place thereof, the state license number of the vehicle and such other facts as may be necessary for a clear understanding of the violation.
B. 
The police officer shall serve a copy of such citation upon the owner, operator or person in charge of such motor vehicle, trailer or semitrailer in violation, if he/she be then and there present; otherwise, service of such citation shall be made by attaching it to the motor vehicle, trailer or semitrailer in a conspicuous place or, if possible, without damage to the motor vehicle, trailer or semitrailer, by placing it on the driver's seat. For the purpose of this subsection, the windshield wiper of a motor vehicle, trailer or semitrailer shall be deemed to be a conspicuous place.
C. 
The police officer shall file a copy of the citation at the Treasurer's Office.
D. 
The citation shall instruct the owner, operator or person in charge of such motor vehicle, trailer or semitrailer in violation, that the fine shall be as provided in this Subsection D if paid within four days and deposited in the designated courtesy boxes at Town Hall. If not paid within four days, the fine shall be doubled as provided in this Subsection D. The notice shall also provide that if the violator pays the appropriate fine to the Town Treasurer within such time, no action shall be taken to prosecute him or her for the violations as specified in such citation and inform the violator of the right to contest the citation and procedure to do so and that failure to pay or contest the fine will result in a violation of this chapter and a summons will be issued.
(1) 
Where the date on which a payment is due falls on a Saturday, Sunday, legal holiday or any other day on which the Treasurer's office is closed, the payment shall be made on the next day that is not a Saturday, Sunday, legal holiday, or a day on which the Treasurer's Office is closed.

(3) 
Uncontested payment of parking citation penalties shall be collected and accounted for by the Town Treasurer.
(4) 
If any person should contest any parking citation, the contest shall be indicated, in writing, within the above four-day period, on an appropriate form provided by the Town Treasurer, and forwarded by that officer to the general district court with a copy to the Police Department.
(5) 
Where the violator fails or refuses to respond to the citation or to pay the corresponding fine, the Town Treasurer, at least five days after the expiration of the four-day period, shall provide to the violator at his last known address or at the address shown on the records of the Department of Motor Vehicles a law enforcement notice as required by Code of Virginia, § 46.2-941, as amended. If violator does not pay or otherwise resolve with the Town the citation within five days of receipt of the law enforcement notice, the Town Treasurer shall cause to be issued a summons for the parking violation and shall refer the citation and associated paperwork to the general district court for assignment of a trial date and for the prosecution of the offense.
E. 
In any prosecution charging a violation of any provisions of Article IV, proof that the motor vehicle, trailer or semitrailer described in the complaint, summons, parking violation notice or warrant was parked in violation of this article, together with proof that the defendant was, at the time, the registered owner of the motor vehicle, trailer or semitrailer, shall constitute in evidence a prima facie presumption that the registered owner of the motor vehicle, trailer or semitrailer was the person who committed the violation.

Unless another penalty is otherwise provided in any provisions of this Part 4, violations of this Part 4 shall constitute a traffic infraction punishable by a maximum fine of $200.
