The Board of Supervisors of Robinson Township, Washington County,
Pennsylvania, hereby establishes the Robinson Township Planning Commission,
hereinafter referred to as "Commission," consisting of five members,
three of whom shall constitute a quorum.
All members of the Commission shall be appointed by the Board of
Supervisors. The term of each of the members of the Commission shall
be for four years, or until his successor is appointed and qualified,
except that the terms of the members first appointed pursuant hereto
shall be so fixed that no more than two shall be reappointed or replaced
during any future calendar year.
The Chairman of the Commission shall promptly notify the Board of
Supervisors concerning vacancies in the Commission, and such vacancy
shall be filled for the unexpired term.
The reduction in membership from seven members to five members will
be accomplished by allowing existing members' terms to expire
without appointing members to replace two vacancies.
In the performance of its powers and duties, any act or recommendation
of the Commission which involves engineering consideration shall be
subject to approval of the Engineer.
Any member of the Commission once qualified and appointed may be
removed from office for malfeasance, misfeasance or nonfeasance in
office or for other just cause by a majority vote of the Board of
Supervisors, taken after the member has received 15 days' advance
notice of the intent to take such a vote.
The Commission may make and alter bylaws and rules and regulations
to govern its procedures consistent with the ordinances of the Township
and the laws of the commonwealth.
The Commission shall keep a full record of its business and shall
annually make a written report by March 1 of each year of its activities
to the Board of Supervisors. Interim reports may be made as often
as may be necessary, or as requested by the Board of Supervisors.
The Commission shall have the power and shall be required to 1) prepare,
update and maintain the Comprehensive Plan for the development of
the Township as set forth in the Pennsylvania Municipalities Planning
Code, Act No. 247,[1] and present it for the consideration of the Board of Supervisors;
and 2) maintain and keep on file records of its actions. All records
and files of the Commission shall be in the possession of the Board
of Supervisors.
In the performance of its functions, the Commission or any member
may enter upon any land to make examinations and surveys either after
permission has been obtained from the owner or after public notices.
The Township may employ administrative and technical services to
aid in carrying out the provisions of this chapter as consultant on
particular matters or as regular employees of the Township.
With the consent of the Board of Supervisors, the Commission may
enter into agreements or contracts with the County Planning Commission
as provided by law.
