There is created a Planning Commission for the Town of Putnam pursuant to Chapter 45 of the Connecticut General Statutes (Revision of 1949), as amended.
Said Commission shall consist of five members, who shall be electors of Putnam residing within said Town who shall hold no salaried Town office, to be appointed by the Board of Selectmen. One member shall be appointed to serve until the second Monday of October 1956, one member to serve until the second Monday of October 1957, one member to serve until the second Monday of October 1958, one member to serve until the second Monday of October 1959, and one member to serve until the second Monday of October 1960. On or before the second Monday of October 1956, and annually thereafter, the Board of Selectmen shall appoint one member for a term of five years from the second Monday of October of the year in which the appointment shall be made.

There shall be three alternate members who shall have the same qualifications as regular members and who shall be appointed by the Board of Selectmen or a majority of said Board. One alternate member shall serve from date of appointment until the second Monday of October 1975. One alternate member shall serve from date of appointment until the second Monday of October 1977. One alternate member shall serve from date of appointment until the second Monday of October 1979. On or before the second Monday of October 1975, and every other year thereafter, the Board of Selectmen, or a majority of said Board, shall appoint one alternate member for a term of five years from the second Monday of October of the year in which appointment is made.
The Commission shall elect a Chairman and a Secretary from its members, shall adopt rules for the transaction of business and shall keep a public record of its activities. Vacancies shall be filled by the Commission for the unexpired portion of the term.
Said Commission shall exercise its statutory powers and shall prepare a plan of development for the Town, pursuant to Chapter 45 of the Connecticut General Statutes (Revision of 1949), as amended.
