As used in this chapter:
ANIMAL CONTROL AUTHORITY
Shall mean any person or agency designated or certified by
the State of New Jersey or the licensing authority to enforce the
provisions of this article.
AUTHORIZED AGENT
Shall mean the Health Officer, Sanitarian, an Animal Control
Officer, a Police Officer, Registered Environmental Health Service
or any other authorized representative of the Township.
CAT
Shall mean any animal of the domestic feline species; male,
female, or altered.
CAT OF LICENSING AGE
Shall mean any cat which has attained the age of seven months,
or which possesses a set of permanent teeth.
CERTIFIED ANIMAL CONTROL OFFICER
Shall mean a person 18 years of age or older who has satisfactorily
completed the course of study approved by the Commissioner of Health
and Senior Services and the Police Training Commission as prescribed
by paragraphs (1) through (3) of subsection a of section 3 of P.L.
1983, c. 525 (N.J.S.A. 4:19-15.1 et seq.) (N.J.S.A. 4:19-15.16a);
or who has been employed in the State of New Jersey in the capacity
of, and with similar responsibilities to those required of, a certified
animal control officer pursuant to the provisions of N.J.S.A. 4:19-15.1
et seq. for a period of three years before January 17, 1987.
DOG
Shall mean any dog, bitch or spayed bitch.
DOG OF LICENSING AGE
Shall mean any dog which has attained the age of seven months
or which possesses a set of permanent teeth.
KEEPER
Shall mean any person exercising control over a dog or permitting
a dog to remain on premises under his control.
KENNEL
Shall mean any establishment wherein or whereon the business
of boarding or selling dogs or breeding dogs for sale is carried on,
except a pet shop.
LICENSING AUTHORITY
Shall mean the Office of the Municipal Clerk or any designated
representative charged with administering this section and/or issuing
or revoking licenses under the provisions of this chapter.
OWNER OF A CAT
Shall mean every person having a right of property (or custody)
in any cat and every person who has a cat in his keeping, or who harbors
or maintains a cat or knowingly permits a cat to remain on or about
any premises occupied by that person. The owner of a cat shall be
considered the initial owner of its kittens. A person who continually
feeds a stray cat shall be considered its owner.
OWNER OF A DOG
When applied to the proprietorship of a dog, shall include
every person having a right of property in that dog and every person
who has that dog in his keeping, and when applied to the proprietorship
of any other animal, including, but not limited to, a cat, shall include
every person having a right of property in that animal and every person
who has that animal in his keeping.
PET SHOP
Shall mean any place of business which is not part of a kennel,
wherein animals, including, but not limited to, dogs, cats, birds,
fish, reptiles, rabbits, hamsters or gerbils, are kept or displayed
chiefly for the purpose of sale to individuals for personal appreciation
and companionship rather than for business or research purposes.
POTENTIALLY DANGEROUS DOG
Shall mean any dog or dog hybrid declared potentially dangerous
by a Municipal Court pursuant to N.J.S.A. 4:19-23.
POUND
Shall mean an establishment for the confinement of dogs or
other animals seized either under the provisions of this chapter or
otherwise.
RUN AT LARGE
Shall mean and apply to any dog or cat not being physically
restrained by the owner which is off and not on the premises of the
owner.
SHELTER
Shall mean any establishment where dogs or other animals
are received, housed and distributed.
VICIOUS DOG
Shall mean any dog which has been declared by a Municipal
Judge to be a vicious dog which has attacked or bitten any human being,
or which habitually attacks other dogs or domestic animals.
