The following procedures and policies for receiving, evaluating and acting upon recommendations for County representatives on agencies, associations, authorities, boards, commissions and districts to which the Albany County Legislature has the authority to make appointments are adopted:
A. 
The Albany County Legislature will not evaluate or act upon recommendations for appointment of any County representative without the attendance record of said County representative being attached to the recommendation for appointment.
B. 
The attendance record of said County representative shall be complete for the full term of appointment, except where said appointment was at the pleasure of the Legislature and that representative is now being considered for an appointment to a term for the same membership. In this case, the attendance records shall be complete for the last five years.
C. 
The attendance records shall be certified by the Chairperson of the body or the operating officer of the body making the recommendation.
D. 
The attendance records shall include the date of each meeting and the status of the County representative, present, absent or excused.
E. 
The attendance reports shall be made part of the "back-up" of the appropriate County Legislative meeting that is considering the reappointment of the County representative.
F. 
The Clerk of the Committee, considering the recommendation for reappointment of the County representative, shall provide, upon reception of said attendance record, a copy of same to the Majority and Minority Leaders of the Albany County Legislature.
G. 
The Chairperson or operating officer of the body having a County representative appointed by the Albany County Legislature is directed to inform the Personnel Committee of the Albany County Legislature if the County representative in their judgment becomes inactive due to lack of attendance at scheduled meetings.
H. 
The Clerk of the Personnel Committee shall, upon passage of this resolution, inform all involved agencies, associations, authorities, boards and commissions of these procedures and policies.
