The Legislature has been presented with real property lease
renewals at the last minute and in some cases well after expiration.
In order to properly evaluate the best value for the County, the Legislature
must have time to review and evaluate documents before making decisions.
As part of a thorough review, alternatives need to be presented, particularly
since each real property lease can result in spending millions of
taxpayer dollars.
A policy is hereby established requiring the renewal of real
property leases, other than leases involving the Civic Center, to
be presented to the Legislature six months before expiration.
When the lease renewal is presented, up to three alternative
sites shall be presented for review and consideration.
