There is hereby created within the Borough of Avon-by-the-Sea
the office of Municipal Disaster Control Director.
The Director shall be responsible for the planning, activating,
coordinating and conducting of disaster control operations within
the Borough and for carrying out all functions and duties of the office
as provided, now or hereafter, by applicable law.
The Director shall be appointed by the Commissioner serving
as director of the department to which responsibility for local disaster
control has been assigned and the Director shall serve for a term
of three (3) years; provided, however, that the term of the Director
first appointed pursuant to this chapter shall expire on January 1,
1991.
The Director shall be a resident of the Borough, shall complete
any necessary courses required by law and shall meet such other qualifications
as may be specified by law.
The Governor of the State of New Jersey may remove the Director
from office for cause; in that event, the Commissioner of the appropriate
department shall appoint a replacement with the approval of the Governor
within ten (10) days after the office has become vacant and in default
thereof, the Governor may appoint a temporary Director until a replacement
has been appointed pursuant to this section.
The Director shall appoint a Deputy Director with the approval
of the Mayor; the Deputy Director shall serve at the pleasure of the
Director and shall be chosen from among existing salaried officers
and employees of the Borough.
The Mayor shall appoint a Local Defense Council consisting of
five (5) members including the Director and Deputy Director, the three
(3) persons so appointed shall serve at the pleasure of the Mayor.
The Director shall be Chairman of the Local Defense Council.
