All outdoor swimming pools shall
be enclosed by a substantial fence forty-eight (48) inches in height
and so constructed as to have no openings, holes or gaps larger than
four (4) inches in any dimension, except for doors and gates, and
which shall have a similar substantial gate of the same height as
the fence, with facilities for locking said gate when the pool is
unguarded. Said gate is to be kept closed and locked at all times
except when open for the purposes of ingress and egress.

Any person who violates any provision of this article shall, upon conviction thereof, be liable to the penalty provided by Chapter
1, Section
1-15.
