Upon the removal by the police of any vehicle as may be provided
by law, the Chief of Police or his Deputy shall notify the registered
owner in writing by personal service, or by registered mail to his
last known address, of such removal, the reason for the same and the
location of the vehicle. Said vehicle shall be retained and impounded
until the owner or person claiming the same shall pay the costs of
removal and storage.

Upon removal of any damaged vehicle, the person or entity towing
or otherwise removing the vehicle shall also remove any debris associated
with the vehicle or the damage thereto.
