Persons in charge of or occupying or who are guests or passengers
on boats docked at or moored to land, docks, piers, wharfs or areas
abutting Shark River or sailing or operating in any of the waters
of Shark River located in any portion of the Borough of Avon-by-the-Sea
shall observe all health and sanitary regulations of the Borough and
all ordinances of the Borough relating to the conduct of persons and
prohibiting acts contrary to public health, morals, safety or public
peace.

Bulkheads abutting public streets and ways are the property
of the Borough and no person shall dock, moor or tie up a boat, ship
or vessel to any such bulkhead.
All heads, toilets, toilet and washing facilities shall be locked,
closed and not used on any boat while within the confines of the Borough
of Avon-by-the-Sea, whether docked or moored or standing still or
traveling on any portion of Shark River within said Borough, and no
feces, excrement, ordure, fecal matter, effluent material, trash,
garbage, grass cuttings, fish offal, manure, urine or any impure,
nasty, foul, squalid, dirty, polluted, filthy, unclean, soiled, tarnished,
stained, sullied, rank, fetid or putrid material or liquid shall be
discharged or released or placed in said Shark River or on any land,
docks, piers, wharfs or areas abutting said Shark River within said
Borough.

Any person who violates any provision of this article shall, upon conviction thereof, be liable to the penalty provided by Chapter
1, Section
1-15.
