Mobile application paid parking areas are hereby established upon and along certain of the highways in the Town of Bloomsburg as follows:

Second (Main) Street and Third Street, east side only
East Street
Second (Main) Street and Sixth Street, both sides
Fifth Street, East
East Street and Chestnut Avenue, first two parking spaces east of East Fifth Street on the north side
Fourth Street, East
Locust Street and Oak Street on the north side
Iron Street
Second (Main) Street and Third Street, west side only
Market Street
West Ridge Avenue and Anthony Avenue, including both sides of Market Square
Second (Main) Street
East Street and West Street
Second Street, East
Chestnut Street and Oak Street, south side only
Second Street, East
East Second Street, 500, 600 and 700 block north side only, from Elm Street to Chestnut Street
Third Street, East
East Street and Catherine Street, first five parking spaces on the north side
Third Street, East
East Street and Chestnut Avenue, first three parking spaces on the south side
Third Street, West
Market Street and Murray Avenue, south side only

Parking time in the area defined above can be purchased by using a telecommunication device (i.e., phone, computer, mobile device, etc.) through a software application administered by a third-party vendor approved by the Town of Bloomsburg.

Within the parking areas designated in § 15-4A01, it shall be unlawful for any person to park a vehicle or allow the same to remain parked for longer than the period of time displayed on the meter or posted signs, or the period of time indicated on the mobile parking application (example: no longer than two hours in a two-hour parking area) on the following days and hours:
A. 
Between the hours of 10:00 a.m. and 5:00 p.m., Monday through Saturday, with the exception of East Second Street between the hours of 7:00 a.m. and 7:00 p.m., Monday through Saturday.
B. 
Between the hours of 2:00 a.m. and 5:00 a.m. any day of the week.
C. 
The requirements of this section as to parking time limits and payment shall not apply on legal holidays.

Multi-space parking areas defined in § 15-4A01 will be established with clear signage to indicate the location of the zone, enforcement hours and limits and payment procedures.

Lines and/or markings shall be painted or placed upon the curb, sidewalk and/or highway to designate parking spaces. It shall be unlawful and a violation of the Part to park any vehicle across any such line or marking, or to park any vehicle in such a position that such vehicle shall not be wholly within the area so designated by such lines or markings.

Upon the expiration of time of the parking period allowed for on the signage and mobile application, the vehicle shall be parked in violation of this chapter and may be ticketed per the terms of this chapter.

The charges for parking in the mobile application parking area shall be as set by resolution of Town Council from time to time.

It shall be unlawful, and a violation of this Part, for any person to permit a vehicle to remain in any parking space in the mobile application parking area showing violation.
2. 
Vehicles parked in these areas are required to be moved from the specific parking space every five hours. The Town shall post conspicuous notice of such requirement on the mobile application. Parking enforcement officers will be able to determine the time and space where vehicles are parked through the computerized mobile application.

Any person violating § 15-4A05 of this Part shall pay at the parking office of the Chief of Police the sum of $10 within 10 days of the date of the violation. If the sum of $10 is not paid within 10 days of the date of violation, such person shall pay $20 at the parking office of the Chief of Police. If the sum of $20 is not paid within 20 days of the date of violation, a citation shall be filed in the office of the Magisterial District Court, and, upon conviction, the violator shall be sentenced to pay a fine of $30 plus costs of prosecution, or, in default of payment, to imprisonment for one day for each $10 of the unpaid balance.

Any person violating any other section of this Part shall pay at the parking office of the Chief of Police the sum of $25 within 20 days of the date of the violation. If the sum of $25 is not paid within 20 days of the date of the violation, a citation shall be filed in the office of the Magisterial District Court, and, in default of payment, to imprisonment for one day for each $10 of the unpaid balance.
