A. 
The Director of the Department of Public Works shall be responsible for the administrative management of this chapter and the rules and regulations authorized in this chapter. He/she shall enforce rules and regulations governing the administration of this chapter.
B. 
The Department of Public Works of the Town, or an authorized state agency, shall be responsible for the enforcement investigation of those aspects of this chapter and the rules and regulations authorized in this chapter which relate to the protection of the public safety, health, welfare and environment. The Department of Public Works, in conjunction with the Coventry Municipal Court, will be responsible for the enforcement of those aspects of this chapter and the rules and regulations authorized in this chapter which relate to the protection of the public safety, health, welfare and environment. The Director may request that the Coventry Police Department assist with enforcement of this chapter when the Director believes it is necessary, with the approval of the Town Manager.
C. 
The enforcement agency shall enforce rules and regulations governing the health, safety, welfare and environmental aspects of solid waste management within the Town subject to the approval of the Town Manager.
All contracts entered into by the Town under this chapter shall meet the following minimum requirements:
A. 
Prior approval of the Town Manager and Town Council shall be obtained.
B. 
Prior review of the Town Solicitor shall be obtained.
C. 
Contractors shall comply with the insurance requirements of this chapter.
D. 
Contracts shall be awarded to the lowest qualified bidder.
E. 
Contracts shall show full details of ownership of the successful bidder.
F. 
Contractors shall meet such other conditions as may be set forth in instructions to bidders or other necessary qualifications as required by the contemplated work.
All contractors under the provisions of this chapter shall furnish proof to the Town of liability insurance covering all aspects of their activities under this chapter. No personal injury policy shall be for less than $1,000,000 per person or $1,000,000 per accident. No property damage policy shall be for less than $1,000,000.
The Director shall not set forth or regulate any service charges for nonresidential waste management by private contractors.
In order to ensure compliance with the laws of this state, the provisions of this chapter and other ordinances of the Town and the rules and regulations authorized in this chapter, the Town Department of Public Works is authorized to inspect.
A. 
Correction under notice. In all instances where inspections reveal a violation of this chapter, the rules and regulations governing solid waste management or the laws of this state governing solid waste management, the Director of Public Works or designee shall issue a written notice for such violation to the record owner of the property where the alleged violation exists or has taken place, or to any other person or entity whom the Director believes to be responsible for the violation, stating therein the violation, together with the corrective measures to be taken, the date and time of such violation, and the time in which such corrections shall be made.

Such time shall not exceed 30 days; provided, however, that in those cases where an extension of time will permit correction and where there is no public health hazard created by the delay, one extension of time, not to exceed the original period, may be given.
(2) 
All such notices shall be kept in a clearly marked file and shall be available for public inspection during regular business hours.
(a) 
Failure to take corrective action within the specified amount of time shall be subject to the alleged violator to a fine of up to $300, imprisonment of up to 30 days, or other penalty as found by Coventry Municipal Court to be appropriate to the level of violation. The Municipal Court may impose a fine for defendants that fail to appear for arraignment.
B. 
Immediate correction; injunctive relief. In all cases where a violation of this chapter, the rules and regulations authorized in this chapter, or the laws of the state relating to solid waste creates an immediate threat to the safety, health, welfare and environment of the residents of the Town, the enforcement agency shall cite the violator, stating therein the necessary corrective measures to be taken, and shall order the measures to begin forthwith. If such corrective measures are not taken forthwith, the enforcement agency shall notify the Town Council, which shall immediately order the Town Solicitor to apply to the Coventry Municipal Court for a mandatory injunction prohibiting further violation. The provisions of this subsection shall be in addition to and not in substitution of any other section of this chapter.
Any person who feels aggrieved by any action of the Director pursuant to this chapter may, within 10 days of the act for which redress is sought, appeal to the Town Manager.
