Subject to the amendments, deletions, and additions set forth in this Chapter, Title 10 of the Los Angeles County Code titled “Animals,” as may be amended from time to time, is hereby adopted by reference. This ordinance shall become the Animal Control Ordinance of the City of Compton, governing the licensing, impounding and regulation of animals and animal-related businesses.
At least one copy of said Title 10 shall be kept on file in the office of the City Clerk and shall be maintained by said City Clerk for the use and examination by the public.
In the event of any provisions in Title 10 of the Los Angeles County Code referenced above, and any amendments or additions thereto, is ambiguous or conflicts with any provisions of the Compton Municipal Code now or hereinafter enacted, the provisions of the Compton Municipal Code shall prevail over the ambiguous or conflicting County Code provisions.
Notwithstanding the provisions of subsection 11-1.1, the Animal Control Ordinance is hereby amended as follows:

a. 
Unless a different penalty is provided for, any person violating any of the provisions of this Chapter is guilty of an infraction which is punishable by a fine not exceeding $100 for the first violation; a fine not exceeding $200 for a second violation within one year; and, a fine not exceeding $500 for each additional violation of this Chapter within one year; unless another penalty is provided for in this Chapter.
b. 
Violations of sections: 10.12.190, 10.12.200, 10.20.280, 10.20.310, 10.28.060, 10.32.020, 10.32.070, 10.32.080, 10.37.030, 10.40.010, 10.40.040 of the Animal Control Ordinance is a misdemeanor punishable by a fine not exceeding $1,000 or by imprisonment in the County jail for a period not exceeding six months, or by both such fine and imprisonment.

The City Council of the City of Compton may add a surcharge, in an amount established by resolution, on any one or more of the fees imposed under the Chapter to pay for the City’s administrative costs in enforcing the provisions of this Chapter.
