Members of the Township Committee shall be assigned as Liaisons of the several Township Departments by vote of a majority of the Township Committee at each annual meeting. Each member of the Township Committee shall be Liaison of at least one Township Department.
When acting as a Liaison, the individual member of the Township Committee shall hold periodic meetings with the Township Administrator and corresponding Department Head to informally monitor the actions and services of the corresponding Department and report on the activities of the Department to the Township Committee on a periodic basis. All actions by a member of the Township Committee acting in such capacity shall be in consultation with and not in circumvention of the Township Administrator, it being the intent of the Liaison structure to allow the Township Committee to have added oversight and input into the Township’s Departments while fully respecting and supporting the authority of the Township Administrator.

There shall be the following Departments:

Department of Public Works which includes:
1.
Director of Infrastructure and Operations and his/her assistants.
2.
Sanitation and Recycling.
3.
Public Utilities.
4.
Department of Public Works, Division of Streets and Roads, Division of Buildings and Grounds, Division of Fleet Maintenance, Public Buildings and Grounds.
5.
Holmdel Township Sewer Utility System.
