[1976 Code § 2-1]
There is hereby established in and for the Township, pursuant
to N.J.S. 26:3-1, Subdivision B, governing the organization and personnel
of local Boards of Health, a local Citizens Board of Health composed
of five persons, who shall be residents of the Township.

Each member of the Board shall be appointed by the Township
Committee for a period of three years. The term of office of not more
than three members shall expire in any one year.

Any vacancy occurring in the membership of the Board shall be
filled in the same way and manner as the original appointment, but
for the unexpired portion of the term only.

a. The Board shall organize annually on or before the first Monday in
January after January 1.
b. The Board of Health shall elect a Chairman and a Vice Chairman from
among its members and shall appoint a Secretary who may but need not be a member of the Board, who shall
serve at the pleasure of the Board and who shall receive such compensation
as the Board may determine, subject to the budgetary approval of the
Township Committee. The Board shall also be permitted to engage such
professional and other services as may, in its discretion, be required,
subject to budgetary approval of the Township Committee.

The Board shall adopt such rules and regulations as the Board
may deem necessary to govern its procedure. It shall meet regularly
at least once a month for the hearing of complaints, reports and general
business and at such other times as the Board may determine or at
the call of the Chairman. A notice of the place, day and hour for
such regular meeting shall be posted in the Township Hall and be published
in the Township newspaper in accordance with the Open Public Meetings
Act. A meeting of the Board at which official action is to be taken
on any matter within its jurisdiction shall be open to the public.
The Board shall keep minutes of all of its proceedings showing the
vote of each member upon each question or, if any member shall be
absent or fail to vote, the minutes shall indicate such facts. The
records shall be filed with and kept with the Secretary and shall
be a public record.

The Board shall administer and enforce all health ordinances
of the Township now in effect and shall adopt any other powers as
have been or may be granted to it, and shall perform such other duties
as may be required by any Statute of the State of New Jersey which
is now in effect.

The municipal sewer system within the Township is established in Section
18-1 as a publicly owned utility of the Township. The ordinance provides for the regulation and use of the sewers, the proper operation, protection and preservation of the system, the fixing of amounts and charges therefor and providing rules and regulations therefor.

There shall be a Registered Environmental Health Specialist
(entitled Sanitary Inspector under Civil Service) appointed by the
Township Committee. He/she shall act under the statutes, rules and
regulations of the State of New Jersey, the State and local Board
of Health, and the State Department of Health. He/she shall receive
such compensation as may be provided in the Salary Ordinance.

The Registered Environmental Health Specialist (Sanitary Inspector)
shall perform sanitary inspection work involved in enforcement of
relevant public health laws within the Township of Holmdel; inspect
restaurants and other places serving and handling food; investigate
nuisances and violations of the Sanitary Code; give testimony in court
cases; review applications for licenses or permits pertaining to food-handling
establishments, hotels, tourist areas, private water supplies, swimming
pools, and sewage disposal plants; survey and investigate communicable
diseases and epidemics which may be traceable to lack of environmental
sanitation; review and analyze records/reports and make recommendations
as to laws and regulations required for proper control of environmental
sanitation; assemble, review and utilize articles, bulletins, demonstrations
and other education methods and materials concerning varied phases
of environmental sanitation; act in a liaison capacity with the local
Board of Health in all areas of environmental health; maintain records
and files; and perform additional responsibilities as required.

Possession of a valid Registered Environmental Health Specialist
License issued by the State Commissioner of Health on behalf of the
New Jersey Department of Health and Senior Services pursuant to N.J.S.A.
26:1A-38 et seq., possession of a valid driver's license, knowledge
of problems/procedures involved in sanitary inspection work, and knowledge
in enforcement of relevant public health laws.

a. The Board of Health shall appoint a Registrar of Vital Statistics
and an Alternate Registrar of Vital Statistics in accordance with
N.J.S. 26:8-11, 26:8-16, for a term of three years. The Registrar
and the Alternate Registrar shall receive the customary fees as compensation
in accordance with N.J.S. 26:8-56 to 26:8-65.
b. Duties of the Registrar and the Alternate Registrar of Vital Statistics
shall be as prescribed in N.J.S. 26:8-25, including, but not limited
to, the following:
1. Secure reporting of births, marriages, deaths, fetal deaths and reportable
diseases.
2. Make copies of vital records, transmitting original certificates
and copies to agencies as required by law.
3. Issue licenses, permits and copies of vital records as provided by
law.

There shall be a Township Medical Officer appointed by the Township
Committee for a term of one year commencing January 1 of the year
in which appointed. He/she shall be a licensed physician of the State
of New Jersey and shall be actively engaged in the practice of medicine.
He/she shall receive such compensation as is provided in the Salary
Ordinance and, additionally, he/she shall receive the customary fees
and charges for medical services, including examination and treatment,
rendered to Township employees when such examination or treatment
is authorized and directed by the Township Committee or the Board
of Health and is not at the initiation of the patient himself.

The Township Committee may appoint such additional medical officers
as may be required.

The Medical Officer(s) shall:
a. Provide professional advice on the broad spectrum of public health
and medicine as requested by the Township Committee or the Board of
Health.
b. Conduct physical examinations of applicants and employees of the
Township referred to him/her by the Township Administrator.
c. Serve as Police Physician for the Township Police Department, advising
the Police in the collection and evaluation of medical evidence and
in the examination of persons at the request of the Police.

The Municipal Alliance Coordinator shall be responsible for
coordinating all Alliance activities, maintain current status of finances,
correspondence, updating needs assessment and renewal applications,
grantwriting and reporting, fundraising, maintain resource library,
maintain and promote community relations, develop calendar of events,
provide after school workshops, conduct community surveys, facility
self-paying programs within the community and other related duties
as required.

The purpose of this section is to establish the Holmdel Township
Municipal Alliance to Prevent Alcoholism and Drug Abuse, whose mission
is to provide consultation, programs, training, and resources to the
Holmdel community with the goal of preventing and reducing the use
and abuse of alcohol, tobacco, and other drugs.

a. There is hereby established in the Township of Holmdel a permanent
committee to be known and designated as the "Holmdel Township Municipal
Alliance to Prevent Alcoholism and Drug Abuse" (hereinafter referred
to as the "Alliance").
b. The Alliance must publish an agenda for each Alliance meeting, adopt
bylaws, keep minutes of all Alliance meetings, permit public comment
at meetings, abide by the New Jersey Open Public Meetings Act, and have a quorum of Alliance members for action to be
taken by the Alliance. (A quorum is 50% of the official Alliance membership
plus one.)

a. Members of the Alliance shall be appointed by the governing body
of the municipality to include broad representation from the local
community.
b. Membership may include, but is not limited to:
1. The governing body's appointed representative;
3. The President of the School Board;
4. The Superintendent of Schools;
5. A student assistance coordinator;
6. A representative of the Parent-Teacher Association;
7. A representative of the local bargaining unit for teachers;
8. A representative of the Chamber of Commerce;
9. A representative from the local court system;
10. A representative of local civic associations;
11. Representatives of local religious groups;
12. Individuals who have been impacted by alcoholism and/or drug abuse,
including individuals who have been directly affected by their own,
or family member's abuse or addictions;
13. Representatives of labor unions;
14. Representatives of the media;
15. Private citizens with interest or experience in issues concerning
alcohol and/or drug abuse; and/or
16. Representatives of public and private organizations involved in treatment
of alcohol and drug related problems.
c. All members shall serve without compensation.
d. Any member that does not fulfill their duties or responsibilities
may be removed by the Township Committee for cause.

The Alliance shall possess the following responsibilities and
powers:
a. To create a network of community leaders, private citizens, and representatives
from public and private human services agencies who are dedicated
to a comprehensive and coordinated effort to promote and support drug
and alcohol prevention and education programs and related activities,
with an emphasis on all ages along the developmental life processes.
b. To conduct an assessment of its community to determine the needs
of the community in relation to alcoholism and drug abuse issues.
c. To identify existing efforts and services acting to reduce alcoholism
and drug abuse.
d. To coordinate projects within the municipality to avoid fragmentation
and duplication.
e. To develop programs to be implemented at the municipal level or participate
in regionally developed programs that accomplish the purpose of the
Alliance effort and the purpose of the Municipal Alliance Committee.
f. To assist the municipality in acquiring funds for Alliance programs.
g. To cooperate with the Governor's Council on Alcoholism and Drug Abuse,
the County Local Advisory Committee on Alcoholism and Drug Abuse and
the Alliance steering subcommittee to provide municipal data, reports
or other information which may be required for the County Annual Municipal
Alliance Plan or needed to assist the Alliance effort (per N.J.S.A.
26:2BB-7 et seq.).

The Holmdel Township Bloodborne Pathogen Compliance Officer
shall be the Designated Infection Control Officer in compliance with
the Federal Register, Part V, March 21, 1994, Department of Health
and Human Services, Ryan White Comprehensive Aids Resources Emergency
Act; Emergency Response Employee; Notice.

Any person employed within the Police Department or at the Swim
Club and any person accepted as a member of the Fire Department or
First Aid Squad shall within 10 days of employment or membership be
in compliance with the Federal Register, December 6, 1991, Part II
Department of Labor, Occupational Safety and Health Administration
29 CFR 1910.1030 Occupational Exposure to Bloodborne Pathogen; Final
Rule. The appropriate department head or entity shall ensure full
compliance with this section.
