The provisions of Subtitle One, Title 39 of the Revised Statutes of New Jersey are made applicable to the semi-public roads, streets, driveways and parking lots at Holmdel Plaza located in the Township of Holmdel, County of Monmouth and the following regulations shall be enforceable:
a. 
All vehicles shall park only in designated areas and between the lines provided.
b. 
Handicapped Parking. All stalls shall be 12 feet wide as shown on the attached site plan[1] and signed with R7-8 (Reserved Parking with penalty plate), in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.

Somerset Holmdel Development I Urban Renewal, L.P., in its capacity as owner of Block 11, Lot 38.03, commonly known and hereafter referred to as Bell Works, has filed a written consent with the Township of Holmdel that the provisions of Subtitle One of Title 39 of the Revised Statutes of New Jersey be made applicable to the semipublic and/or private roads, streets, driveways, and parking lots at Bell Works located in the Township of Holmdel, County of Monmouth, and the following regulations shall be enforceable.
The provisions of Subtitle One of Title 39 are made applicable and enforceable to the roads, streets, and parking lots at Bell Works as provided in the "Bell Works Title 39 Map," prepared by T&M Associates, dated November 27, 2019. The signage, traffic regulations including speed limits, and locations of crosswalks and traffic signals as shown on said map are specifically approved for enforcement by this section.
All signs, posted, or other necessary materials shall be installed and maintained exclusively by the owner, and conform with the current Manual on Uniform Traffic Control Devices pursuant to N.J.S.A. 39:4-198 and N.J.S.A. 39:4-183.27, subject to the review and approval of the Holmdel Township Police Department.

The speed limits for both directions of travel on the entire length of Poplar Lane shall be 15 miles per hour.
