At the first regular meeting of the City Council in May of each year, or as soon thereafter as practicable, the Mayor shall appoint the following committees to administer the business of the departments created in Section 110.160 of this Code: municipal services and personnel; property, finance, budget and audit; community development and code; and public relations and public safety. The Mayor shall name and designate the chairman of each committee and prescribe the duties thereof.

The committees designated in Section 135.010 shall meet at such times and perform such duties as the Mayor shall prescribe.

The Mayor of the City shall be an ex officio member of each committee of the City government and while serving therewith shall be chairman thereof.
