The administrative functions, powers and duties of City shall be allocated and assigned among and within Departments, Boards, Bodies or Commissions established or constituted by this chapter as follows:

Zoning Board of Adjustment.

Housing Authority.

Environmental Commission.

Board of Trustees of the Free Public Library and Cultural Center.
6. 
Insurance Fund Commission.
7. 
Board of Alcoholic Beverage Control.
8. 
Rent Control Board.

Ethical Standards Board.

Under the supervision of the Mayor, each Department Director shall:
a. 
Appoint subordinate officers and employees within their respective Departments and, with the approval of the Mayor, remove such officers and employees subject to the provisions of the New Jersey Statutes, Title 11A, Civil Service.
b. 
Direct and supervise the work of the Department and its employees through the Divisions established by this chapter.
c. 
Assign functions, powers and duties to subordinate officers and employees within the Department and modify such assignments as need appears.
d. 
Delegate to Division Heads such of his powers as he may deem necessary for efficient administration.
e. 
Report at least annually to the Mayor and Council in such form as shall be approved by the Business Administrator on the work of the Department during the preceding year.
f. 
Certify the payroll for the Department and approve or disapprove for payment all claims relating to the Department for money due to any person.
g. 
Designate any Division Head within the Department to act in his stead during his temporary absence from the City or his temporary disability, provided that such designation shall be in writing and filed with the City Clerk, City Treasurer and City Comptroller.

Pursuant to the Charter (N.J.S.A. 40:69A-37 and 43):
a. 
The Mayor may in his discretion remove a Department Director after giving him notice and an opportunity to be heard. Prior to removing a Department Director, the Mayor shall file written notice of his intention with the Council. Such removal shall become effective on the 20th day after the filing of the notice, unless the Council prior thereto adopts a resolution by a 2/3 vote of the whole number of the Council disapproving the removal.
b. 
The Council may for cause remove any Municipal Officer other than the Mayor or a member of the Council.
c. 
The Council shall consider notices under paragraph a, above, and motions under paragraph b, above, only after notice and an opportunity to be heard are given to the affected Officer. The Clerk shall forthwith cause a copy of the notice or motion, as the case may be, together with a statement of the charges involved and notice of the time and place fixed for hearing, to be served personally or by registered mail upon the Officer affected. Hearing shall be held not less than 10 days nor more than 15 days after the date of such service. The hearing shall be open to the public.
d. 
Pursuant to the Charter, Council may veto a removal under paragraph a, above, by a two-thirds vote of the Council and may adopt or defect a motion under paragraph b, above, by a majority vote of the Council.
