a. 
It shall be the duty of the Division of Recreation under the Department of Administration to set hours of operation under the direction of the Mayor.

The temporary personnel to be engaged for the operation of the pool shall be the following, whose duties shall be as set forth:
a. 
Director. It shall be the duty of the director to manage and supervise the operation of the pool in all its aspects under the direction of the director of the Department of Administration, or their designee.
b. 
Chief of Lifeguards. The chief of the lifeguards shall act as a lifeguard, supervise all lifeguards, assign all guards to their stations and shall be responsible for the performance by the lifeguards of their duties.
c. 
Lifeguards. Lifeguards shall, under the supervision of the chief of lifeguards, constantly and carefully observe persons using the pool to prevent injury or loss of life and shall at all times prevent or stop all conduct by persons using the pool as shall be dangerous, indecent or unseemly.
d. 
Checks. The checkers shall be stationed in the pool buildings for the purpose of receiving and returning clothing of patrons, issuing checks for the same and safely storing the clothing in receptacles provided for that purpose.
All persons employed at the swimming pool project shall perform such other duties as may from time to time be prescribed by the Director of the Department of Administration.

a. 
Daily Admission Fees. Fees for daily admission to the municipal swimming pool shall be charged in accordance with the following schedule*:

Any Bayonne resident who does not possess a City of Bayonne ID will be charged $10 to receive a City ID. No out-of-town guests will be allowed in the Municipal Pool.
b. 
Seasonal Pass Fees. Fees for seasonal admission to the municipal swimming pool shall be charged in accordance with the following schedule:

c. 
Group Rental Fees. Fees for group/party rentals of the municipal swimming pool shall be charged in accordance with the following schedule(s):

In cases of group rentals pursuant to the schedules set forth in subsection 13-1.3c, the insurance requirements shall be as follows:
a. 
After approval of an application for use by the pool director, but prior to issuance of permission to use the pool, the applicant shall file with the director evidence of general liability insurance coverage issued by an insurance company licensed to do business in the State of New Jersey, naming the City of Bayonne as an additionally insured, against any claim arising out of use of the Bayonne Municipal Pool in limits of liability of at least $1,000,000 for each person, $3,000,000 for each accident, and $500,000 for property damage.

There shall be a charge for the use of the First Street Dock by vessels of $3 for each time that a vessel ties up to the dock for the purpose of taking on or discharging passengers.

No vessel shall be permitted to tie up to the municipal dock for any purpose unless there shall be deposited with the Director of the Department of Public Works and Parks a certificate evidencing the issuance of public liability insurance covering the operation of the vessel and the municipal dock for public liability in a sum not less than $1,000,000 for death to one or more persons in a single accident. The policy shall be written by a company authorized to do business in the State of New Jersey and shall name the City of Bayonne as an additional insured.

In addition to the filing of the requisite proof of insurance as set forth in subsection 13-2.3, no vessel shall be permitted to tie up to the municipal dock for any purpose unless there shall be filed with the Director of the Department of Public Works and Parks an indemnification agreement whereby the user of the municipal dock agrees to indemnify the City of Bayonne for any and all damages related to and/or arising out of the fishing vessel's use of the municipal dock. A form indemnification agreement shall be provided to each prospective municipal dock user and the fully executed agreement shall be kept on file by the Director of the Department of Public Works and Parks.

a. 
No vessel shall remain at the dock for any period of time, except during emergencies, longer than is necessary to take on or discharge passengers and the docking operations shall be subject to the orders of the Director of the Department of Administration.

The fees and charges, for the use of Don Ahern Veterans Memorial Stadium for any event and for the regulation of the use of Don Ahern Veterans Memorial Stadium by any person or organization, are hereby established:
a. 
A filing fee of $250 for each date requested shall accompany each application. This fee shall be returned to the applicant after the date requested, provided that no damage has been done to the Don Ahern Veterans Memorial Stadium as a consequence of the applicant's use.
b. 
During dusk and post-dusk hours when stadium lights are in use an additional flat fee of $35 shall be charged to the applicant.
c. 
Applications shall be submitted as prescribed by this subsection in form promulgated by the Director of Public Works and Parks. After approval of an application by the Director or their designee, but prior to issuance of permission to use the stadium, the applicant shall file with the Director evidence of general liability insurance coverage issued by an insurance company licensed to do business in the State of New Jersey, naming the City of Bayonne as an additional insured, against any claim arising out of the use of the Don Ahern Veterans Memorial Stadium in limits of liability of at least $1,000,000 for each person, $3,000,000 total for each accident, and $500,000 for property damage.
d. 
The following hourly charges are hereby levied for the use of the Don Ahern Veterans Memorial Stadium. Fees shall be paid by the applicant to the Division of Recreation five days before the use of the Don Ahern Veterans Memorial Stadium:

e. 
No person or organization shall sell or dispense any food or beverage in the Don Ahern Veterans Memorial Stadium, except as herein provided.
f. 
The Director of Public Works and Parks is hereby authorized to grant permission to responsible and qualified persons or organizations to use the food and beverage concession facilities located within the Don Ahern Veterans Memorial Stadium pursuant to the conditions set forth herein.
g. 
All applications submitted pursuant to paragraph f above shall be filed with the Director of Public Works and Parks on forms to be issued by his office.
h. 
After the approval of the application by the Director of Public Works and Parks, but prior to the issuance of a food concession permit, the applicant shall file with the Director evidence of general liability insurance coverage issued by an insurance company licensed to do business in the State of New Jersey, naming the City of Bayonne as an additional insured in the amount of $1,000,000, insuring against any and all liability arising out of the sale of any food or beverages within the Don Ahern Veterans Memorial Stadium pursuant to the filed application.
i. 
Notwithstanding any of the foregoing, all public schools, private schools and parochial schools participating in sports activities that are located within the City of Bayonne and accredited by the New Jersey State Board of Education are exempt from the fees charged herein. Also exempt are any teams, leagues or groups sponsored by or affiliated with the Division of Recreation of the City of Bayonne.
j. 
Notwithstanding any of the foregoing, all Bayonne based non-profit organizations are exempt from the fees charged herein.

The Director of Administration shall be responsible for promulgating all rules and regulations applicable to the operation and use of the Public Boat Ramp at the 16th Street Park.

The penalty for any violation of the rules and regulations promulgated by the Director of Administration shall be $50 per occurrence.

There shall be a Division of Recreation under the Department of Administration which shall regulate that:
a. 
Any group or organization filing an application for the use of any and all group activities located in any municipal parks and playgrounds shall provide the City of Bayonne evidence of general liability insurance coverage issued by an insurance company licensed to do business in the State of New Jersey, naming the City of Bayonne as an additional insured, in limits of at least $1,000,000 per occurrence, and $50,000 for property damage.
b. 
The Division of Recreation shall be responsible for promulgating rules and regulations applicable to the use of any and all group activities located in the municipal parks and playgrounds. The rules and regulations applicable to the operation and use of shall be prominently posted by way of a notice in or about the particular municipal park. Said notice shall set forth the applicable rules and regulations and shall advise the public that a violation of same may result in a fine not exceeding $1,250 within the discretion of the Municipal Court Judge consistent with Chapter 1, Section 1-5 of this Code.
c. 
Notwithstanding any of the foregoing, all use of the municipal parks and playgrounds for any legal purposes by any and all public schools under the direction and control of the City of Bayonne Board of Education are exempt from Section 13-5a.

The Division of Recreation under the Department of Administration shall regulate the use any and all group activities located at the Bayonne Public Library and Bayonne Museum as set below.
a. 
Any group or organization filing an application for the use of any and all group activities located at the Bayonne Public Library and Bayonne Museum shall provide the City of Bayonne evidence of general liability insurance coverage issued by an insurance company licensed to do business in the State of New Jersey, naming the City of Bayonne as an additional insured, in limits of at least $1,000,000 per occurrence, and $50,000 for property damage. If said group or organization does not possess or can not obtain general liability insurance coverage, the City of Bayonne may require that every member of the group or organization present during the requested use of the facility shall execute a Waiver and Release and Indemnification and Hold Harmless Agreement releasing the City of Bayonne, and its agents, employees, successors and assigns (hereinafter collectively "the City") from any and all present and future liability, damages, losses, injury or property damage, claims, suits, actions, demands, obligations whatsoever, both in law and equity, and costs and expenses, by reason of any act or negligence on the part of the applicant, its members, officers, agents or any person using the premises on the invitation or with the permission of the applicant.
b. 
The Division of Recreation shall be responsible for promulgating rules and regulations applicable to the use of any and all group activities located at the Bayonne Public Library and Bayonne Museum. The rules and regulations applicable to the operation and use of the Bayonne Public Library and Bayonne Museum for group activities shall be prominently posted by way of a notice in or about the particular library and museum. Said notice shall set forth the applicable rules and regulations and shall advise the public that a violation of same may result in a fine not exceeding $1,250 within the discretion of the Municipal Court Judge consistent with Chapter 1, Section 1-5 of this Code.
c. 
Notwithstanding any of the foregoing, all use of the Bayonne Public Library and Bayonne Museum for any legal purpose by any and all Bayonne Public Schools under the direction and control of the City of Bayonne Board of Education are exempt from Section 13-6a.
