Licenses shall be required for the following cats of licensing age:
a. 
Any cat owned or kept within the City by a resident of the City on the first day of January of any calendar year.
b. 
Any cat acquired by any person during the course of any calendar year and kept within the City for more than 10 days after acquisition.
c. 
Any cat attaining licensing age during the course of the calendar year.
d. 
Any unlicensed cat brought into the City by any person and kept within the City for more than 10 days.
e. 
Any cat licensed by another State brought into the City by any person and kept within the City for more than 90 days.

Each application under this section shall provide the following information:
a. 
A general description of the cat sought to be licensed, including sex, age, color and markings.
b. 
Name, street and post office address of the owner of, and the person who shall keep or harbor such cat.
c. 
Proof of current vaccination for rabies shall be required for each cat of more than six months of age, before the license is issued.
d. 
A tag marked with a number to correspond with the number of the license shall be issued with the license and shall be attached to a collar and shall at all times be worn by the cat so licensed when at large. The tag shall be procured from the Division of Health which shall have the responsibility of issuing the licenses hereunder.
e. 
The fees collected under this section shall be deposited in the general funds of the City.
Registration numbers shall be issued in the order in which applications are received.

Applications for licenses for cats which are required to be licensed by the provisions of subsection 5-11.1a, shall be made before the first day of February of each calendar year. In all other cases, the application for a license shall be made within 10 days of the day upon which the cat in question first becomes subject to the provisions of this section.

The information on all applications under this section and the registration number issued to each licensed cat shall be preserved for a period of three years by the Division of Health. In addition, the Division of Health will forward similar information to the State Department of Health each month on forms furnished by the Department.

The person applying for a license shall pay a fee of $15 for each cat and an additional fee of $5 for any cat of reproductive age not sterilized. A duplicate tag shall be issued for a fee of $2. Any cat license renewed after the last day of January of the calendar year will be subject to a $25 fee.

Each cat license and registration tag shall expire on the last day of January of the calendar year following the calendar year in which it was issued.
