A Youth Addiction Panel ("the Panel") is hereby established
to provide assistance and advice to the County in combating the addiction
crisis for its younger residents in an interdisciplinary manner and
to assist the Addiction Prevention and Support Advisory Panel ("Addiction
Advisory Panel") in implementing targeted programs and campaigns utilizing
social media as part of their ongoing efforts.

A. The Panel shall consist of the following nine members who shall be
between the ages of 17 and 25:
(1) One
representative appointed by the Chairperson of the Legislature's Health
Committee;
(2) One
representative to be appointed by the Chair of the Addiction Advisory
Panel;
(3) Two
representatives who are in recovery from addiction, with one representative
appointed by the Chair of the Addiction Advisory Panel and the other
appointed by the Chair of the Legislature's Health Committee;
(4) Two
representatives from a youth drug advocacy organization, with one
representative appointed by the Chair of the Addiction Advisory Panel
and the other appointed by the Chair of the Legislature's Health Committee;
(5) One
representative to be appointed by the Suffolk County Medical Society;
(6) One
representative who is well versed in social media outreach and marketing
to be appointed by the Chair of the Legislature's Health Committee;
and
(7) One
representative who serves in the field of emergency medical services
to be appointed by the Chair of the Legislature's Health Committee.
B. In the case where the Chair of the Addiction Advisory Panel and the
Chair of the Legislature’s Health Committee are the same person,
then the representatives on the Panel shall be chosen by the Chair
of the Addiction Advisory Panel and the Panel Advisor.

The Panel shall prepare a written annual report, to be submitted
by January 31 of each year to the Clerk of the Legislature, each County
Legislator and the County Executive, which details the work of the
Panel over the course of the previous year, recommendations to improve
the County's response to the youth addiction crisis, and a summary
of the previous year's recommendations and the outcomes associated
therewith, if any.
