[N.J.S.A. 40:72-13]
The Board of Commissioners shall designate the time of holding
regular meetings, which shall be at least once monthly, and special
meetings may be called by the Mayor or by two Commissioners. All meetings
of the Commissioners, whether regular or special, shall be open to
the public and any citizen may have access to the minutes upon application
to the Municipal Clerk.

A majority of the members of the Board of Commissioners shall
constitute a quorum and each member shall have the right to vote on
all questions coming before the Board.
Every resolution or ordinance shall be reduced to writing and
read before the vote is taken thereon, and the vote upon every motion,
resolution or ordinance shall be taken by yeas and nays and entered
in the minutes. The minutes of each meeting so recorded shall be signed
by a majority of all the Commissioners and the Municipal Clerk.
