No person shall keep or harbor any dog within the Borough of
Cape May Point without first obtaining a license therefor, to be issued
by the Municipal Clerk upon application by the owner and payment of
the prescribed fee, and no person shall keep or harbor any dog in
the Borough except in compliance with the provisions of this Article
and State law.

Any person who shall own, keep or harbor a dog of licensing
age shall, in the month of January of each year, apply for and procure
from the Municipal Clerk a license and official metal registration
tag for each such dog so owned, kept or harbored and shall place upon
each such dog a collar or harness with the registration tag securely
fastened thereto.

The person applying for the license and registration tag shall
pay a fee of $18.20 for the license for each spayed or neutered dog
and an additional $3 if the animal is not spayed or neutered, whether
male or female, of which the sum of one ($1.00) dollar for the State
registration for each dog, plus such additional fees as established
by the State and forwarded to the Department of Health. For each annual
renewal the fee for license and for the registration shall be the
same as for the original license and registration. Said licenses,
registrations and renewal thereof shall expire on the last day of
January in each year. Dogs used as guides for blind persons, commonly
known as "seeing eye" dogs; dogs used to assist handicapped persons,
commonly known as "service dogs"; and dogs used to assist deaf persons,
commonly known as "hearing ear" dogs, shall be licensed and registered
as other dogs hereinabove provided for, except that the owner or keeper
of such dogs shall not be required to pay any fee therefor.

Any person who violates or fails or refuses to comply with N.J.S.A.
4:19-15.2, Dogs; license and metal registration tag required; placing
tag on dog, N.J.S.A. 4:19-15.4, Time for applying for license; N.J.S.A.
4:19-15.6, Dogs brought into State; N.J.S.A. 4:19-15.7, Removing tag
from dog without owner's consent; attaching tag to another dog;
N.J.S.A. 4:19-15.8, License for Kennel, pet shop, shelter or pound;
N.J.S.A. 4:19-15.10, Kennels, pet shops, shelters or pounds; permitting
dogs to go off premises; and N.J.S.A. 4:19-15.18, Interfering with
persons performing duties under act, or the rules and regulations
promulgated by the State Department of Health pursuant to N.J.S.A.
4:19-15.14, shall be liable to a penalty of $50 for each offense.

Any person who violates any provision of this Article for which no other penalty is established shall be liable, upon conviction, to the penalty established in Chapter
1, Section
1-5.
