The council shall hold an annual meeting within the first seven
days of every new year as provided in N.J.S.A. 40A:60-3. At the annual
meeting, or at a regular meeting as may be necessary from time to
time, the Council shall create such offices and positions as it may
deem necessary and appoint persons to fill those offices. Unless required
by ordinance or statute, the persons appointed to a municipal office
or position need not reside within the borough as provided in N.J.S.A.
40A:60-6.

Meetings shall be held at the Borough Hall on the second and
fourth Tuesdays of each month at 7:00 p.m. These dates will not be
changed except by resolution introduced at a regular meeting and acted
upon at a subsequent meeting. Bids will normally be opened at 7:15
p.m. or at such time as publicly advertised.

At the annual meeting, the Council will elect one of its members
to serve as Council President for the calendar year as provided in
N.J.S.A. 40A:60-3.

As provided in N.J.S.A. 40:48-24, the presiding officer may
call a special meeting when necessary or expedient. A special meeting
shall also be held when 1/4 of the total membership of the governing
body submits a written request for a special meeting addressed to
the presiding officer or the Municipal Clerk. Reasonable notice of
any special meeting shall be given to the Mayor and Council as provided
in N.J.S.A. 40A:60-3.

A quorum shall be as provided in N.J.S.A. 40A:60-3 and shall
consist of three Council persons and the Mayor, or in the absence
of the Mayor, four Council persons.
If no quorum is present at any meeting, those assembled shall
have power and are hereby authorized to set a new meeting date, and
then adjourn.

The following order of business shall be observed:
A. Call to order and pledge of allegiance.
B. Greeting to the public and invitation for discussion.
C. Adoption of minutes from previous meeting.
D. Reports of committees and department heads.
I. Anything for the good of the community.
The aforesaid order of business at any meeting may be changed
by a majority vote of the members of the Council present at such meeting.
Except as otherwise required by the Revised Statutes or specifically
provided in these bylaws, all action of the Council shall be by a
majority vote of those present.
Upon demand of one member of the Council or when ordered by
statute, a roll call vote shall be taken and the yeas and nays entered
in the minute of the meeting.
