A fee
of two hundred dollars ($200.00) is hereby assessed to anyone developing
property to offset the cost of road repairs caused by the disturbance
of the public roadway during the installation of water and sewer facilities.
B.
Said
fee is due and payable at the time of submission of an application
for the building permit for every new residence.
