a. 
Findings.
1. 
Certain Federal funds are potentially available to Monmouth County under Title I of the Housing and Community Development Act of 1974, as amended, commonly known as the Community Development Block Grant Program;
2. 
It is necessary to establish a legal basis for the County and its people to benefit from this program; and
3. 
An agreement has been proposed under which the Borough of Brielle and the County of Monmouth in cooperation with other municipalities will establish an Interlocal Services Program pursuant to N.J.S.A. 40:8B-1; and
4. 
It is in the best interests of the Borough of Brielle to enter into such an agreement.
b. 
Agreement. Be it ordained by the Mayor and Governing Body of the Borough of Brielle that the agreement entitled "Agreement between the County of Monmouth and certain municipalities located herein for the establishment of a cooperative means of conducting certain community development activities," a copy of which is attached hereto, be executed by the Mayor and Municipal Clerk in accordance with the provisions of law.

a. 
Purpose. The Borough of Brielle, Borough of Manasquan and the Township of Wall are desirous of entering into an agreement whereby the rights, duties and obligations of each municipality with respect to providing for the metering of sewage for Borough of Manasquan residents which is deposited in South Monmouth Regional Sewerage Authority Facilities.
b. 
Agreement on File; Effective Date.
1. 
The form of the agreement proposed between the parties is on file with the Borough Clerk in the Municipal Building, 601 Union Lane, Brielle, New Jersey and is available for public inspection during normal business hours. The terms and conditions of said agreement are hereby incorporated and made a part of this subsection.
2. 
The Mayor and Borough Clerk are hereby authorized to execute the aforesaid Interlocal Service Agreement pursuant to N.J.S.A. 40:8A-4.
3. 
This section shall become effective upon final passage and publication according to law and upon the passage of a similar ordinance authorizing the execution of said Agreement by the Township of Wall and the Borough of Manasquan.

Providing for the connection of certain property to the Sanitary Sewage Collection System of the Borough of Brielle:
a. 
The Borough of Brielle and the Township of Wall are desirous of entering into an agreement regarding the rights, duties and obligations of each municipality and certain residents of the Township of Wall, with respect to providing for the connection of certain property to the Sanitary Sewer Collection System of the Borough of Brielle.
b. 
The form of the Agreement proposed between the parties is on file with the Borough Clerk in the Municipal Building, 601 Union Lane, Brielle, New Jersey and is available for public inspection during normal business hours. The terms and conditions of said Agreement are hereby incorporated and made a part of this subsection.
c. 
The Mayor and Borough Clerk are hereby authorized to execute the aforesaid Interlocal Service Agreement pursuant to N.J.S.A. 40:8A-1, et seq.
d. 
This subsection shall become effective upon final passage and publication according to law and upon the passage of a similar ordinance authorizing the execution of the Agreement by the Township of Wall.

The Borough of Brielle, Borough of Manasquan and the Borough of Sea Girt are desirous of entering into an Agreement whereby the rights, duties and obligations of each municipality with respect to providing for the collection and recycling of leaves within the Borough of Brielle and the Borough of Sea Girt.
b. 
The form of the Agreement proposed among the parties is on file with the Borough Clerk in the Municipal Building, 601 Union Lane, Brielle, New Jersey, and is available for public inspection during normal business hours. The terms and conditions of this Agreement are hereby incorporated and made a part of this subsection.
c. 
The Mayor and Borough Clerk are hereby authorized to execute the aforesaid Interlocal Service Agreement Pursuant to N.J.S.A. 40:8A-4.
d. 
This subsection shall become effective upon final passage and publication according to law and upon the passage of a similar ordinance authorizing the execution of said Agreement by the Borough of Manasquan and the Borough of Sea Girt.

a. 
The Borough of Brielle chooses to be a participating local unit in Monmouth County's Emergency Telecommunication System for Enhanced 9-1-1 Service for calendar year 1994 through calendar year 2000.
b. 
The agreement will be for seven years with the stipulation that any participating municipality may withdraw from the agreement at the end of any calendar year providing it gives 30 days' notice in writing.
c. 
The cost for the participation in this agreement will be determined for each calendar year during the first week of November of the preceding year and will be distributed to the participating municipalities by November 15th. The cost will be in accordance with the County's 9-1-1 shared cost proposal for each year.
d. 
The Mayor of the Borough of Brielle is hereby authorized to execute the agreement with the County of Monmouth.

a. 
Preamble. The Borough of Brielle and the Borough of Sea Girt are Municipal Corporations in the County of Monmouth, State of New Jersey, and have been formed in compliance with the appropriate statutes, and
The Borough of Brielle and the Borough of Sea Girt are desirous of entering into an Interlocal Service Agreement to provide for the joint administration of and the provision of Construction Code Services, said service to include building, plumbing, electrical and fire inspection.
b. 
The Borough of Brielle shall act as the provider of Construction Department Services for the Borough of Sea Girt. The services to be provided shall be as follows:
Construction Code Enforcement
Building Subcode Services
Fire Subcode Services
Plumbing Subcode Services
Electrical Inspection Subcode Services
The provisions and coordination of said services shall be the responsibility of Albert P. Ratz who shall serve as Construction Code Official for the provider and all parties adhering to the terms of this agreement.
In compliance with the Uniform Construction Code, the Construction Code Official and all subcode officials shall serve for a period of four years, except that said officials can be removed for good cause in compliance with State Statute.
The Construction Code Official shall see to it that all building permits for each municipality shall be issued in that municipality. The Construction Code Official shall ensure that office hours are held in compliance with the following schedule:
Borough of Brielle
3:00 p.m. to 4:00 p.m. (Monday through Friday)
Borough of Sea Girt
4:00 p.m. to 5:00 p.m. (Wednesday)
c. 
The Construction Official shall ensure that the municipalities who adopt this subsection and enter into a four year Interlocal Agreement shall be in full compliance with the provisions of Chapter 5:23-4.5 Municipal Enforcing Agencies: Administration and Enforcement of the Uniform Construction Code. To ensure said compliance, the Construction Official shall provide, at a minimum, a quarterly report, which shall meet all the requirements of the Central File provisions of the Uniform Construction Code and shall include the municipality, tax block and lot number for any property within the municipality for which a building permit has been issued or requested and any action taken or contemplated.
This report shall reflect the information contained in the Central File which will provide all the information as required by the Uniform Construction Code and shall be enumerated on the forms established for that purpose.
In the event of any amendment or modification to the Uniform Construction Code as currently promulgated, the Construction Code Official shall ensure that the parties to this agreement shall remain in compliance with said code and the Construction Code Official shall take whatever action is necessary to ensure such compliance.
The Borough of Brielle shall serve as the provider of service for purposes of this subsection and shall be responsible for making all payments required to maintain the Uniform Construction Code Services herebefore enumerated.
d. 
In recognition of said services the Borough of Sea Girt shall make payment for said services to the Borough of Brielle in accordance with the quarterly payment schedule hereinfor provided for through the Interlocal Agreement.

a. 
The Borough of Brielle and the Borough of Manasquan are Municipal Corporations in the County of Monmouth, State of New Jersey, and have been formed in compliance with applicable statutes, and
The Borough of Brielle and the Borough of Manasquan desire to enter into an Interlocal Agreement to provide for the joint administration and provision of police and public safety (fire and first aid) dispatch services.
b. 
The Borough of Manasquan shall act as the provider of police and public safety dispatch services to the Borough of Brielle.
All Borough of Brielle police, fire and first aid alarm signals shall be transmitted by the Borough of Manasquan's Dispatch Center.
The operation of the Joint Dispatch Center shall be subject to the ultimate jurisdiction of a Committee which shall consist of the Mayors, Police Chiefs and Police/Public Safety Committee Chairman of each municipality, as outlined in the Interlocal Services Agreement to be authorized by this subsection.
c. 
The Borough of Manasquan shall be the provider of service in this agreement and shall be required to ensure that the dispatch services herebefore enumerated are maintained.

a. 
The Borough of Brielle in the County of Monmouth, New Jersey, does hereby determine that it will be economical and otherwise advantageous to it and to the residents and property-owners of the Borough for the Borough and the Improvement Authority to enter into a contract providing for and relating to the treatment of System water by means of the Project, which Project is to be constructed by or caused to be constructed by said Authority and the cost and expense of such treatment, and which contract, among other things, shall obligate the Authority to proceed promptly with the construction and placing in operation of the Project and obligate the Borough to pay to the Authority such sums of money as may be necessary to provide for the costs of financing, administering, operating and maintaining said Project, all substantially on the terms of the contract authorized by this ordinance.
b. 
The Borough of Brielle, in the County of Monmouth, New Jersey, shall enter into the Contract Amendment, amending its Treated Water Purchase Contract, dated as of September 1, 1987, with the Monmouth County Improvement Authority, whereby the Borough shall agree to purchase not to exceed 450,000 gallons of treated water per day, provide for temporary increase and decreases in treated water allocation and change the allocation of certain debt service costs for certain bonds issued by the Authority in 2002 or thereafter to finance the facilities, on the terms and conditions and substantially in the form presented to this meeting. The Mayor shall be and hereby is directed on behalf of the Borough to execute said Contract Amendment under the corporate seal of the Borough which shall be affixed and attested by the Borough Clerk, and to deliver the same.
c. 
The contract shall be in substantially the form submitted herewith and filed with the Borough Clerk, and the terms and conditions thereof are hereby approved and specifically agreed to.

a. 
The Borough Council by this enactment authorizes the Borough of Brielle and appropriate Borough personnel to undertake all actions necessary and appropriate to consummate the purchase of certain water treatment and transmission facilities (the "purchased facilities") currently owned by the Monmouth County Improvement Authority in accordance with the terms and conditions set forth in the existing treated water purchase contract entitled "Manasquan Reservoir Water Treatment System Treated Water Purchase Contract" dated September 1, 1987 (the "Agreement").
b. 
The Borough of Brielle shall convey its proportionate interest in the purchased facilities to the Southeast Monmouth Municipal Utilities Authority which was previously created by enactment of a parallel ordinance of the existing Treated Water Purchasers under the Agreement.
