Any person claiming payment from the Borough shall present a detailed statement on the standard voucher form of the Borough, duly certified by the claimant or the duly authorized agent of the claimant.

The Borough Clerk shall receive all vouchers wherein payment is claimed. He shall examine the vouchers, verify the claim thereon as against delivery, service and/or sales slips which shall have been receipted by the Borough official or employee duly designated to certify that the materials have been received or the services rendered to the municipality. Upon completion of examination and verification, said slip shall be affixed to said voucher. Where payment is claimed under a contract between the claimant and the Borough, or where no evidence of receipt is in the hands of the Borough Clerk, the Borough Clerk shall have the voucher certified by the responsible Borough official or employee.

The Finance Committee shall be composed of such members as are appointed at the annual organization meeting. In the absence of any such member at a meeting, a Councilman shall be appointed as an acting member of the Finance Committee for that meeting. At the regular meetings, a resolution incorporating a detailed listing of all vouchers to be paid shall be acted upon approving claims for payment. The members of the Finance Committee shall indicate their approval.

The Mayor shall, after passage of the resolution, examine all vouchers and affix his signature thereon as well as to the resolution, indicating that he has examined same and has officially approved the resolution and the vouchers for payment.

The Borough Clerk shall then turn over all vouchers to the Treasurer, who shall forthwith prepare the necessary checks for payment thereof, and the checks shall be signed by the Mayor and countersigned by the Business Administrator. The Treasurer shall, after entry of the payment of all claims in the proper books of account, mail or otherwise distribute checks to the claimants. In the absence of the Mayor from the Borough, or in case of the unavailability of the Mayor, the checks may be signed by the President of the Borough Council.

Any citizen, during the regular business hours maintained by the custodian of any public record as defined by N.J.S.A. 47:1A-1 et seq., shall have the right to inspect and copy such record by hand, under the supervision of the custodian or his representative. The inspection or copying shall not interfere with the operation of the office and the transaction of public business.

Copies of records shall be made available upon the payment of the following price:
First page to tenth page $0.50 per page
Eleventh page to twentieth page $0.25 per page
All pages over 20 $0.10 per page

Any citizen seeking to copy more than 100 pages of records may use his own photographic process approved by the custodian upon the payment of a reasonable fee, considering the time and equipment involved, of not less than $5 nor more than $25 per day.

If the records sought to be examined or copied pertain to an investigation by any authority or official, the right to copy or examine the records may be denied if it shall be inimical to the public interest.

All fees shall be deposited with the Borough Treasurer within 48 hours of collection.

The following fees and regulations are hereby established for services extended and materials distributed by the Police Department:
a. 
Viewing of Video Drinking Driving Tapes shall be by appointment only. Each appointment shall be made upon 24 hours or more notice to the Chief of Police.
b. 
Duplication of any video tape or tapes shall be the cost to the Borough plus the sum of $10 per incident.
c. 
The viewing or reviewing of police reports, photographs or video tapes shall be permitted at the Brielle Police Headquarters daily, Monday through Friday from 9:00 a.m. to 4:00 p.m.
d. 
The viewing of video tapes shall be permitted provided at least 24 hours or more notice is given to the Chief of Police or his designee. The Chief of Police shall establish the time and date for the appointment of viewing the tapes, provided however, the tapes shall be available within seven days of the request for viewing.
e. 
No video tape shall be duplicated until the person requesting the duplication of the video tape has paid the required fee.
f. 
All fees per this subsection shall be made payable to the Borough of Brielle and shall be received by the Police Department. The Police Department shall issue a receipt for all fees and monies received for the services extended or the materials furnished. The Police Department shall transmit all fees and monies to the Borough Treasurer within 48 hours of the receipt of these monies.

a. 
All requests for discovery in matters pending in the Brielle Municipal Court shall be submitted through the Municipal Prosecutor.
b. 
The following fees shall be payable by the requestor to the Borough of Brielle for the discovery provided.
1. 
$0.75 per page for each of the first 10 pages photocopied.
2. 
$0.50 per page for each of the next 10 pages photocopied.
3. 
$0.25 per page for each of the pages photocopied thereafter.
4. 
Actual postage for any discovery sent by mail.
5. 
$0.25 for the envelope for any discovery sent by mail.
6. 
Photographs will be photocopied at the rates established herein. If requests are made for duplicate photographs, the actual cost of making the photographs shall be charged.
7. 
Duplication of videotapes constitute an extraordinary duplication process and will be charged at the rate of $5 per videotape.
8. 
On any item that cannot be photocopied on the Borough copy machine or not otherwise provided for in this schedule, the actual cost incurred in making the copy shall be charged.
c. 
Where the discovery must be obtained from an entity other than the Borough of Brielle, e.g. another police department, the actual costs paid to the other entity shall be paid by the requestor.

The fee charged for the provision of a certified copy of a certified of a vital record (birth/marriage/death certificate) shall be $15.

a. 
Fees. A fee of $15 shall be payable to the Borough for the processing of fingerprint cards by the Police Department. In the event that the fingerprint cards are sent to the Federal Bureau of Investigation for examination and processing, the applicant shall pay such additional fees as the Federal Bureau of Investigation may impose on the Borough.

a. 
A Length of Service Awards Program (LOSAP) is herewith created in accordance with Chapter 388 of the Laws of 1997, to reward members of the Brielle Fire Department and the Brielle First Aid Squad for their loyal, diligent, and devoted services to the residents of the Borough of Brielle.
b. 
The LOSAP shall provide for fixed annual contributions to a deferred income account for each volunteer member that meets the criteria set forth below; that such contributions shall be made in accordance with a plan that shall be established by the Borough of Brielle pursuant to P.L. 1997, c. 388; and that such plan shall be administered in accordance with the laws of the State of New Jersey, the U.S. Internal Revenue Code, and this section.
c. 
The LOSAP shall provide for annual contributions to each member who meets the criteria as follows:
1. 
Any volunteer who accumulates 100 points in a calendar year will be considered an active volunteer for that year and therefore be eligible for this program.
2. 
The annual contributions shall be $750 per eligible member.
3. 
Five years of service are required for vesting.
d. 
The estimated cost of the program has been calculated as follows:
1. 
For regular annual services, based on the available data for the year 2000: $15,000 per year; and
2. 
For regular annual services in the event all current membership should qualify: $45,750; and
3. 
For regular annual services in the event that all volunteer services reach the CAP established in paragraph g of this section: $86,250;
e. 
Each active volunteer member shall be credited with points for volunteer services provided to the Brielle Volunteer Fire Department and the Brielle First Aid Volunteer First Aid Squad in accordance with the following schedule:

f. 
Brielle Fire Company #1 and the Brielle First Aid Squad shall be required to appoint a LOSAP Officer who shall be charged with the responsibility to certify, by sworn affidavit, to the Governing Body the number of points attained by each member of the respective squads, in accordance with Schedules A and B, on a quarterly basis. Reports shall be due within five business days of the close of each quarter and shall be submitted to the Municipal Clerk for distribution to the Mayor and Council. No points shall be considered to be valid without the certification of the LOSAP Officer.
g. 
The maximum number of active volunteer firemen shall be fixed at 60.
The maximum number of active fire police (Volunteer Fire Department) shall be fixed at 25.
The maximum number of active first aid squad members shall be fixed at 30.
h. 
If a member of either the Brielle Fire Company #1 or the Brielle First Aid Squad has achieved the required number of points in a given year of service, but then ceases to be an active participant prior to meeting the five year requirement for vesting in compliance with the LOSAP regulations, such individual shall have five years within which to resume active status or their accrued earnings shall be forfeited to the Borough's LOSAP account.
i. 
This section shall not take effect unless it is approved as a public question at the General Election November 6th, 2001.
A member of Brielle Fire Company No. 1, in order to qualify for payment under L.O.S.A.P. must now meet the requirement "to be an active member in good-standing" and to achieve 100 points as outlined in Schedule "A" of this Chapter.
A member in good-standing shall be defined as a member who has completed 30% of fire calls and drills and has attended four General Meetings of the Company.

A member of Brielle EMS, Inc. (hereinafter referred to as the Squad), in order to qualify for payment under L.O.S.A.P. must now meet the requirement "to be an active member in good-standing" and to achieve 100 points as outlined in Schedule "A" of this Chapter.
A member in good standing shall be defined as active members having completed 10% of emergency responses (15% for ambulance drivers) and has attended six general monthly business meetings of the Squad.

If an individual is appointed to one of the positions listed in subsection 2-18.1 and the individual is not serving in a position as described in subsection 2-18.2 above, the Pension Certifying Officer of the municipally may determine that the individual is not required to join the Defined Contribution Retirement Program if that individual; (1) was an active participant in the Public Employee Retirement System on July 1, 2007 and continuously since that time; or (2) has been appointed pursuant to a valid promotional process; or (3) is appointed on a temporary, interim, or "acting" basis to a position requiring State Certification as set forth in subsection 2-18.2 herein, and is in pursuit of the required certification; or (4) meets such other exceptions that may be approved by the Local Finance Board or the Division of Pensions and Benefits.
