A. 
Public Policy. The Board of Aldermen of the City of Merriam Woods hereby declares it to be the public policy of the City to prohibit the discharge of fireworks within the corporate limits at any time other than authorized times of discharge. This Section shall be deemed an exercise of the police powers of the City of Merriam Woods for the protection of the public welfare, prosperity, health, and peace of the people of Merriam Woods, Missouri.
B. 
Authorized Times Of Discharge. Residents of the City of Merriam Woods shall be allowed to discharge fireworks from June 30 through July 5 of each calendar year during the hours of 7:00 A.M. to 10:00 P.M. Any discharge of fireworks outside of said designated time shall be a violation of this Section and shall be punishable by a fine and/or imprisonment as set forth in Section 100.220 of this Code.
C. 
Definition. As used in this Section, the following terms shall have the meanings indicated:
FIREWORKS
Any composition or device for producing a visible, audible, or both visible and audible effect by combustion, deflagration, or detonation and that meets the definition of consumer, proximate, or display fireworks as set forth by 49 CFR 171 to end, United States Department of Transportation hazardous materials regulations.

A. 
Definitions. As used in this Section, the following terms shall have the meanings indicated:
LASER POINTERS
Any device which emits a laser light beam that is designed to be used by the operator as a pointer or highlighter to indicate, mark or identify a specific person, position item or object.
B. 
Laser Beams Prohibited. It shall be unlawful for any person to focus, point or shine a laser beam in such a manner that the laser beam illuminates on any person, animal, building or residence, except for a lawful purpose such as surveying or by a Law Enforcement Officer in the performance of his/her duties.
C. 
Possession By Juveniles Prohibited. It shall be unlawful for any person under the age of eighteen (18) to possess a laser pointer except in the person's residence or when the laser pointer is temporarily transferred under direct supervision of a person over eighteen (18) years of age for educational or other lawful purposes.
D. 
Sale Of Laser Pointers. It shall be unlawful for any person to sell, offer to sell, lease, give or otherwise provide a laser pointer to a person under the age of eighteen (18).
E. 
Parents Liable. The parent or legal guardian of an unemancipated minor, defined as a person under the age of seventeen (17) who resides with the parent or legal guardian, shall be in violation of this Section if the parent or legal guardian allows the minor to possess the device in violation of Subsection (B), or the minor uses the device in violation of Subsection (B) and the parent or legal guardian knew the minor was either in possession of the device in violation of Subsection (C), or the violation of Subsection (B) occurred in the presence of the parent or legal guardian.
