As used in this chapter, the following terms shall have the meanings indicated:
RECREATIONAL VEHICLE
Includes all wheeled and belt-driven vehicles powered by internal combustion engines, including but not limited to motorcycles, motorbikes, trail bikes, and motor scooters, used for road operation but shall not be construed to include properly licensed motor vehicles operated on public highways, streets, roads, and private driveways in accordance with the law.
From and after the effective date of this chapter, it shall be unlawful for any person to operate, cause to be operated, or participate in the operation of any recreational vehicle within the boundaries of North Franklin Township except in conformance with this chapter.
All recreational vehicles shall be registered with the North Franklin Police Department giving the make, model, engine size, serial number, color, and actual ownership.
All recreational vehicles, when operated off the road, shall display an identification number which shall be purchased from the North Franklin Township Police Department for a fee of $2 per number.
No recreational vehicle shall be used for off-road operation without obtaining the prior written consent of the owner or owners of land on which the recreational vehicle is to be operated.
No recreational vehicles shall be operated within the Township except in areas designated on the Township map located at the Township Municipal Building.
No recreational vehicles shall be operated off the road except during the hours between 2:00 p.m. and 8:00 p.m. prevailing time.

Any person, firm or corporation who shall violate any provision of this chapter shall, upon conviction thereof, be sentenced to pay a fine of not more than $300 and/or to imprisonment for a term not to exceed 90 days.
