No person, firm or corporation shall operate, maintain or conduct
a billiard or pool table open to the public without having first obtained
a license therefor as is required in this chapter. All applications
for such licenses shall state thereon the intended location of the
place of business and the number of tables to be used therein.

The annual fee for the license required by §
115-1 shall be set from time to time by the Board of Trustees.
A minor under the age of 13 years shall under no circumstances
frequent, loiter, go or remain in any hall licensed under this chapter
at any time, unless he is upon some lawful errand and sent under the
direction and with the consent and knowledge of the parent, guardian
or other person having lawful custody of such minor. It is unlawful
for the proprietor of any hall so licensed to allow or permit any
minor to frequent, loiter or remain within the hall in violation of
this section.
