All claims against the City for goods purchased, damages, or
originating in any other way, except for claims for salaries and other
allowances that are fixed by ordinance, must be presented on or before
the last Monday of each month to the City Clerk. All such claims must
be in writing and items shall be specified.
This article does not prohibit the City Council from passing
on any claims not previously presented to the City Clerk if, in the
opinion of the Council, justice to the claimant requires it.

The fiscal and municipal year of the City shall commence on
May 1 of each calendar year and shall end on April 30 of the next
succeeding calendar year. [65 ILCS 5/1-1-2(5)]

As soon as practicable at the close of each fiscal year, and
no later than 180 days thereafter, there shall be an audit of all
accounts of the City made by a licensed certified public accountant
authorized to act as an auditor under the laws of Illinois to be designated
by the City Council. Copies of such audit report shall be filed with
the City Clerk and with the Comptroller of the State of Illinois and
in such other places as may be required by Illinois Statutes.
