There is created the position of Building Official, who shall
be appointed by the Mayor by and with the advice and consent of the
City Council.
It shall be the duty of the Building Official to see to the
enforcement of all ordinance provisions relating to buildings or zoning
and to inspect all buildings or structures being erected or altered,
as frequently as may be necessary to ensure compliance with the ordinances
of the City.
The Building Official shall have the power to order all work
stopped on construction or alteration or repair of buildings or structures
in the City when such work is being done in violation of any provision
of any ordinance relating thereto, or in violation of any zoning ordinance.
Work shall not be resumed after the issuance of such an order, except
on written permission of the Building Official or the City Administrator;
provided that if the stop order is an oral one, it shall be followed
by a written stop order within an hour. Such written stop order may
be served by any policeman.
The Building Official shall have the power to make or cause
to be made an entry into any building or premises where the work of
altering, repairing or constructing is going on, for the purpose of
making inspection, at any reasonable hour.
Any person, firm or corporation who or which shall continue
to work in violation of a stop order of the Building Official shall
be fined not less than $100 nor more than $750 for each day on which
any work in violation of such stop order is done.
