The following statutory agencies are allocated and assigned
to the supervision of the Mayor or the Council, as the case may be,
in accordance with which of them is the appointing authority.
A. Board of Adjustment. The composition of the Board of Adjustment and its powers and duties are provided for in Chapter
53, Development Regulations, Article
VI.
B. Municipal Court. The Municipal Court as heretofore established and
empowered pursuant to N.J.S.A. 2B:12-1 et seq. is continued, and the
Municipal Judge shall be appointed by the Mayor for a term of three
years with the advice and consent of the Council.
C. Planning Board. The Planning Board is provided for in Chapter
53, Development Regulations, Article
V.
D. Library. The public library as heretofore established and empowered
pursuant to N.J.S.A. 40:54-1 et seq. is continued.
E. Alcoholic beverage control. The local issuing authority for purposes
of alcoholic beverage control shall be the Council pursuant to N.J.S.A.
33:1-19.
Each department shall have such officers and employees with
such compensation and employment rights as shall be authorized by
the Charter, this chapter or other ordinance.

The City Council shall appoint a Municipal Court Administrator,
who shall serve for a term of two years from the date of his appointment
and until his successor is appointed and qualifies. Before entering
upon the duties of his office, the Municipal Court Administrator shall
enter into bond as required by law.
