There shall be a Department of Recreation.
The Department shall:
A. 
Provide for optimum coordination and development of the Department's activities with other public and private recreational facilities and programs.

The Department may adopt, with the approval of the Mayor and Business Administrator, suitable rules and regulations for the safety and conduct of persons using recreational facilities and for the preservation of public peace and order at public events under its jurisdiction.
B. 
The Department may charge and collect for the use of the municipality a reasonable fee for admission to or use of facilities, programs, or activities to the extent permitted by state law and as provided under this Article.
