In the interpretation of this Article, the following words and phrases, unless the context clearly shows another sense to be intended, shall be held to have the meaning hereinafter stated:
PERSON OR PERSONS
Individuals, partnerships, public or private corporations or associations of persons.
SOLID WASTE
Garbage, refuse and other discarded materials resulting from industrial, commercial and agricultural operations and from domestic and community activities and includes all other waste materials, including liquids, disposed of incident thereto.
SOLID WASTE DISPOSAL
The storage, treatment, utilization, processing or final disposal of solid wastes.
All activities pertaining or related to the disposal of solid wastes are hereby authorized to be conducted, operated and maintained, including but not limited to the storage, treatment, utilization, processing or final disposal of solid waste, at the disposal areas designated in this Article.
It shall be unlawful to dump or dispose of or accumulate any refuse, rubbish, garbage, ashes, decaying or vegetable substance or other spoiled matter, debris and other forms of solid waste in any section or sections, area or areas of this city other than in the area designated or as may be hereafter by ordinance designated, and such dumping or disposing or accumulation of any refuse, rubbish, garbage, ashes, decaying or vegetable substance or other spoiled matter, debris or other forms of solid waste in any sections or areas in this city other than in the area designated is hereby prohibited. No person, corporation or agent or servant thereof shall hereafter establish, maintain or permit any other dump or area for solid waste disposal or accumulation of refuse, rubbish, garbage, ashes, decaying or vegetable substance or other forms of solid waste of any nature or accumulate any refuse, rubbish, garbage, ashes, decaying or vegetable substance or other spoiled matter, debris or other forms of solid waste in any sections or areas in this city other than in the area designated.
The use and maintenance of any area or areas for dumping or solid waste disposal or accumulating refuse, rubbish, garbage, ashes, decaying or vegetable substance or other spoiled matter, debris or other forms of solid waste other than as designated and permitted is hereby deemed and declared a detriment to the public health, a nuisance and unlawful.

A. 
No person shall dispose of, deposit or throw refuse or any other forms of solid waste upon or along any public or private highway, road or street or upon private property within the City of South Amboy. Certain types of materials may be used for purposes of fill or to provide a base, provided that the said material has first been inspected and approved by the Health Officer and the Superintendent of the Division of Public Works and written authorization granted.
B. 
No person shall dispose of, deposit or throw refuse or any other forms of solid waste upon or in any river, lake, stream or body of water within the City of South Amboy.
A municipal disposal area shall be maintained by the Division of Public Works, within the authorized disposal area of the City of South Amboy. It shall be the duty of the Health Officer or his representative to inspect said municipal disposal area from time to time and to report, in writing, to the Superintendent of the Division of Public Works recommendations for compliance with any applicable statutes or ordinances.
The municipal disposal area shall be opened from 8:00 a.m. to 4:30 p.m. on weekdays and Saturdays, prevailing time. The disposal area shall be closed on Sundays and such holidays as designated by the Superintendent of the Division of Public Works. No unauthorized person shall enter the municipal disposal area for any purpose at any time.
All solid waste collected within or without the City of South Amboy and disposed of within this municipality and any solid waste disposal facility operated within this municipality shall be in accordance with all applicable rules and regulations and laws of the State of New Jersey.

Unless otherwise provided by law, any person who shall violate any provision of this Article shall be, upon conviction, punishable by a fine of not less than $100 and not exceeding $1,000 and each day's failure to comply with any such provision shall constitute a separate violation.
