The Township Committee shall consist of three (3) members elected
at large for staggered three (3) year terms by a plurality of the
votes cast at the general election. (The general election shall be
held on the next Tuesday after the first Monday in November in each
year.) Each member shall hold office for a term of three (3) years,
commencing at 12:00 noon on January 1 next succeeding his/her election.
Vacancies in the Township Committee shall be filled as provided by
law.

The Township Committee shall exercise all legislative powers
of the Township and such other powers as are invested in the Committee
pursuant to law.

a.
Annual Meeting. The Township Committee shall hold its annual meeting
on January 1 of each year at 12:00 noon, or at such other time and
date during the first seven (7) days of January in any year at which
time it will organize for the ensuing year.
b.
Regular Meetings. The Township Committee shall meet regularly thereafter
on the day and at the time and at the location designated by the Township
Committee, except that the Committee may, by resolution, dispense
with or change the date or place of a regular meeting.
c.
Special Meetings. A special meeting may be called upon written request
by a majority of the members of the Committee or by the Mayor. The
call for a special meeting shall be filed with the Township Clerk
and served upon each Committee Member. The request and call for a
special meeting shall specify the purpose of the meeting and no business
shall be transacted at any special meeting other than that specified.
d.
Conference Meetings. The Committee may meet at such other time, date
and place as may be determined by majority vote of the Township Committee
members. Conference meetings shall be for the consideration of any
Township business or to meet with any official or employee of the
Township or any other person on Township business. No person other
than those specifically authorized by the Committee shall participate
in a conference meeting.

Open Public Meetings Act. All meetings of the Township Committee
shall be conducted in accordance with the requirements of the Open
Public Meetings Law (P.L. 1975, c. 231, as amended).

A majority of the entire number of members of the Township Committee
shall constitute a quorum, and no action shall be taken or ordinance
adopted by the Committee without the affirmative vote of a majority
of the quorum of the Committee, unless otherwise provided by law.
If a quorum is not present one-half (1/2) hour after the appointed
time for any meeting, or at any time during the course of a meeting,
the Mayor, Acting Mayor, Presiding Officer, or the Township Clerk
may declare the meeting adjourned.

The vote upon every motion, resolution or ordinance shall, when
requested, be taken by roll call and the yeas and nays shall be entered
on the minutes. The Township Clerk shall record and keep the minutes
of each meeting of the Township Committee.

Matters of procedure not covered in this Code or Statute shall
be governed by the rules and order of business of the Township Committee
as the same have been adopted or modified by resolution.

Election. At its annual meeting the Township Committee shall elect
by majority vote of the full membership of the Committee one (1) of
its members as Chairperson of the Committee, who shall be known as
Mayor, but who shall have no additional authority by virtue of such
designation except as may be otherwise provided by applicable law.
The Committee shall also have the power and authority to elect one
(1) of its members as Vice-chairperson of the Committee, who shall
be known as Deputy Mayor.
b.
Powers and Duties. The Mayor shall preside at all the meetings of
the Township Committee. The Mayor shall have the power to make proclamations
concerning holidays or events of interest to the Township. The Mayor
may, with the approval of the Township Committee, appoint citizens'
committees to inquire into matters that are of interest to the Township.
The Mayor shall have such other appointment powers as are conferred
upon the Mayor by law or the Township Committee. The Mayor shall have
and exercise the ceremonial power of the Township. In addition to
the foregoing powers and duties, the Mayor shall exercise every other
power and duty conferred upon the Mayor by law or the Township Committee;
in the absence or disability of the Mayor, either the Deputy Mayor
or, in the latter's absence, a temporary presiding officer, elected
by the Committee from among its members, shall have all the powers
and duties of the Mayor and shall serve and be known while so serving
as the Acting Mayor of the Township.
