An Economic Development Committee is hereby established and shall be known as the "Economic Development Committee of the Township of Holmdel."

The Economic Development Committee shall consist of seven members appointed by the Township Committee, one of whom shall be a member of the Township Committee, whose term thereon shall coincide with his/her term as a member of the Township Committee. The remaining six members of the Economic Development Committee shall consist of persons who are residents of the Township, one of whom shall be a Class IV member of the Planning Board of Holmdel Township.[1] All members of the Economic Development Committee shall be appointed on the basis of their experience, qualifications and fitness for service to the Committee. Appointments of members whose terms have expired shall be for the term of three years. Vacancies in the membership of the Economic Development Committee occurring for whatever cause shall be filled by appointment of a replacement in the same manner as appointments are hereinbefore provided for the unexpired term. Members shall serve for their respective terms and until their successors are appointed and qualified.

The members of the Economic Development Committee shall choose from among its members a Chairman, a Secretary and such officers as it may deem necessary.

The duties of the Economic Development Committee shall be as follows:
a. 
To conduct a study and survey of the opportunities of the Township for the development and expansion of business enterprises;
b. 
To analyze the various business trends of the nation with a view to ascertaining the types of enterprises best suited to the economy and social improvements of the Township;
c. 
To promote the advantages of the Township for business settlement;
d. 
To encourage the expansion of existing businesses to the best interest of the Township;
e. 
To prepare, develop and distribute any and all types of material and information advertising the advantages of the Township to new industry;
f. 
To recommend to the Township Committee and to the Planning Board desirable and suitable areas within the Township for the location of business enterprises; and
g. 
To hold not less than six meetings of the Committee each calendar year; to establish procedures governing the conduct of such meetings and to make quarter-annual reports to the Township Committee, setting forth therein and detailing the activities and operations of the Committee during the preceding three months.

The Committee shall receive from all officials and all authorized boards, departments and offices of the Township such assistance as may be required by the Committee in performing its duties, and the Committee shall also be given access to all municipal records and information which may be appropriate in assisting the Committee in the performance of its duties.

There shall be appropriated in each annual budget of the Township such sum as may be determined by the Township Committee to be necessary for the proper operation and functioning of the Economic Development Committee, and the Committee is authorized to use and expend such funds for such purposes upon the adoption of the annual budget.

Possession of a bachelor's degree from an accredited college or university (two years experience in the large scale purchase of commodities, materials, equipment and/or supplies may be substituted for the educational requirement); possession of a valid New Jersey driver's license; knowledge of methods and procedures involved in the purchase of equipment, materials, and/or supplies; knowledge of laws, regulations, policies, standards, and procedures relating to a government purchasing department.

Pursuant to N.J.S.A. 40A:63-7d there is hereby created a Recreation Advisory Council of the Township of Holmdel.

The Recreation Advisory Council ("RAC") shall consist of 11 members. The members shall be residents of the Township and shall be appointed by the Township Committee. The RAC shall be comprised of (a) one representative of the Board of each of the following entities: the Board of Education, Holmdel Theater Company, the Holmdel Youth Activities Association, Holmdel Football Association, Holmdel Half Century Club, Holmdel Football Club, and Citizens for Informed Land Use, and the Special Education Parents Advisory Committee, as well as, (b) three members-at-large who are not representatives of the Board of any of the foregoing enumerated entities. The terms of all members shall be for one year.
All vacancies shall be filled for the unexpired term only. Any member who attends less than two-thirds of the meetings for any calendar year, or otherwise is deemed to have vacated his/her membership pursuant to law, may be discharged from the RAC by resolution of the Township Committee and in this event a successor shall be appointed to serve for his/her unexpired term. There shall be no compensation to members for their services.

The RAC shall hold its organizational meeting in the month of January of each year at which meeting the members of the RAC shall annually elect from their own number a chairperson and such other offices it deems necessary. With the consent of the Township Committee, the RAC may adopt bylaws and make amendments from time to time.

The RAC shall meet periodically, but no less than six times each year to carry out its duties and for the consideration of matters affecting the recreation programs of the Township. Even though the RAC is an advisory body, it shall conduct its business in full compliance with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq.

The RAC shall serve in an advisory capacity to the Director of Parks and Recreation and to the Township Administrator as to matters affecting the recreation programs of the Township and the RAC's recommendations shall be forwarded to the Township Committee for its consideration and decision as necessary. The scope of RAC's advisory capacity on matters affecting recreation programs may include the following:
a. 
Advise on matters involving recreation programs of the Township of Holmdel, including recreational activities, events and facilities.
b. 
Advise on the planning, scheduling and maintenance of recreational fields and facilities, including the usage of facilities as they relate to recreational programs, activities and events.
c. 
Advise on the repair and maintenance of parks and playgrounds.
d. 
Provide recommendations for changes in use and design of recreational facilities.
e. 
Research and investigate new trends in recreation programs and activities.
f. 
Advise on the budget for recreational activities including fees and expenses.
g. 
Recommend rules for the use of Holmdel Township parks and recreational facilities.

A Shade Tree Committee for the Township of Holmdel is hereby established.

The Shade Tree Committee shall consist of seven members who shall be residents of the Township and who shall be appointed by the Township Committee. The term of each member of the Shade Tree Committee shall be for one year and members shall serve for their respective terms and until their successors are appointed and qualified. The members of the Shade Tree Committee shall be appointed at the organization meeting of the Township Committee in January of each year. Vacancies in the membership of the Shade Tree Committee, occurring for whatever cause, shall be promptly filled by the Township Committee.

The members of the Shade Tree Committee shall choose from among its members a Chairman and such other officers as it may deem necessary. The Shade Tree Committee shall hold its organizational meeting in January of each year and elect its officers at the organizational meeting. The Shade Tree Committee may adopt bylaws and make amendments to such bylaws from time to time as it may deem necessary.

The duties of the Shade Tree Committee shall be as follows:
a. 
To exercise, subject to review by the Township Committee, full and exclusive control over the regulation, planting and care of shade and ornamental trees and shrubbery now located or which may hereafter be planted in any public highway, public park or public lands owned or under the jurisdiction of the Township of Holmdel, including the planting, trimming, spraying, care and protection thereof.
b. 
To move or require the removal of, subject to the approval of the Township Committee, any tree or part thereof dangerous to public safety.
c. 
To encourage the planting of shade and ornamental trees and shrubbery throughout the Township of Holmdel on public and on private property and to assist the various public boards, bodies and agencies of the Township in their efforts with regard to the encouragement of planting shade and ornamental trees and shrubbery.
d. 
To prepare, develop and distribute information with respect to the growing of and care for shade and ornamental trees and shrubbery.
e. 
To provide for or administer treatment to or provide for the removal of any trees situate upon private property which are believed to harbor a disease or insects readily communicable to neighboring healthy trees in the care of the Township, and to enter upon private property for that purpose; provided, however, that the consent of the property owner is first obtained in writing, and provided further that the suspected condition is first confirmed by certificate issued by or on behalf of the appropriate State or Federal agencies.
f. 
To make quarter-annual reports to the Township Committee setting forth therein and detailing the activities and operations of the Shade Tree Committee during the preceding three months.

There shall be appropriated in each annual budget of the Township such sum or sums as may be determined by the Township Committee to be necessary for the proper operation and functioning of the Shade Tree Committee; and the Committee is authorized, subject to approval of the Township Committee, to use and expend such funds for such purposes upon the adoption of the annual budget. All payments for services rendered to the Shade Tree Committee shall be on standard Township vouchers and shall be approved by the Township Committee before payment.

Pursuant to the authority vested in the Township Committee by virtue of N.J.S. 40:56A-1 et seq., there is hereby established an Environmental Commission to be known as the "Environmental Commission of the Township of Holmdel in the County of Monmouth," which shall consist of seven members appointed by the Mayor, one of whom shall be a member of the Holmdel Township Planning Board, and all of whom shall be residents of the Township. The members of the Commission shall serve without compensation except as hereinafter provided. The Mayor shall designate one of the members to serve as Chairman and presiding officer of the Commission. Members shall be appointed for terms of three years and until the appointment and qualification of their successors. The Township Committee may remove any member of the Commission for cause, on written charges served upon the member and after a hearing thereon at which the member shall be entitled to be heard in person or by counsel. A vacancy on the Commission occurring otherwise than by expiration of a term shall be filled for the unexpired term in the same manner as the original appointment.

The Environmental Commission shall have power to conduct research into the use and possible use of the open land areas of the Township and may coordinate the activities of unofficial bodies organized for similar purposes and may advertise, prepare, print and distribute books, maps, charts, plans and pamphlets which in its judgment it deems necessary for its purposes. The Commission shall keep an index of all open areas, publicly or privately owned, including open marshlands, swamps and other wetlands, in order to obtain information on the proper use of such areas, and may from time to time recommend to the Planning Board and to the Township Committee plans and programs for inclusion in the Municipal Master Plan and for the development and use of such areas.

The Environmental Commission may, subject to the approval of the Township Committee, acquire property, both real and personal, in the name of the Township by gift, purchase, grant, bequest, devise or lease for any of its purposes and shall administer the same for such purposes subject to the terms of the conveyance or gift. Such an acquisition may be to acquire ownership or any lesser interest, development right, easement (including conservation easement), covenant or other contractual right, including a conveyance on conditions, or with limitations or reversions, as may be necessary to acquire, maintain, improve, protect, limit the future use of, or otherwise conserve and properly utilize open spaces and other land and water areas in the Township.

The Environmental Commission shall keep records of its meetings and activities and shall make an annual report to the Township Committee.

The Township Committee may appropriate funds for the expenses incurred by the Environmental Commission. The Commission may appoint such clerks and other employees as it may require and as shall be within the limits of funds appropriated to it.

Two alternate members shall be appointed by the Mayor. The alternates shall be residents of the Township and shall serve without compensation. The terms of the alternate members shall be for two years, except that the terms of the alternate members first appointed shall be for two years for Alternate No. 1, and one year for Alternate No. 2, so that the term of not more than one alternate member shall expire in any one year. A vacancy occurring otherwise than by expiration of term shall be filled by the appointing authority for the unexpired term only.
An alternate member shall not be permitted to act on any matter in which he/she has either directly or indirectly any personal or financial interest. An alternate member may, after public hearing if he/she requests one, be removed by the Township Committee for cause.
An alternate member may participate in discussions of the proceedings but may not vote except in the absence or disqualification of a regular member. A vote shall not be delayed in order that a regular member may vote instead of an alternate member. In the event that a choice must be made as to which alternate member is to vote, Alternate No. 1 shall vote first.

a. 
Position Established. The position of Environmental Officer and two Assistant Environmental Officers are hereby established.
b. 
Duties. The duties and responsibilities of the Environmental Officer and Assistant Environmental Officers shall include, but not be limited to the following:
1. 
The planning, coordination and implementation of such Environmental Education Programs as may be developed by the Environmental Commission. This involves implementing environmental policies and/or priorities as a liaison to the Environmental Commission and the Planning Board.
2. 
Review of plans and Environmental Impact Statements submitted by applicants before the Planning Board and Zoning Board and the issuance of reports thereon to said agencies.
3. 
The conduct of on-site inspections of construction sites to insure compliance with soil erosion and sediment control plans and all other applicable environmental protection ordinances, rules and regulations.
4. 
Interpretation and enforcement of State, County and local laws, rules, regulations, and codes of an environmental nature including regulations concerning the preservation of the natural environment, soil erosion, sediment control, stormwater control plans, stream encroachments and conservation easements, etc.
5. 
Investigation of environmental complaints and recommendation of procedures for abatement of environmental problems.
6. 
Review and analysis of rules, regulations and laws pertaining to environmental issues adopted by the New Jersey Department of Environmental Protection and Energy, the United States Environmental Protection Agency and any other agency or legislative body and the preparation of periodic summaries and reports concerning said rules and regulations. These reports or summaries are to be supplied to the Township Committee, the Planning Board, Zoning Board of Adjustment and Environmental Commission.
7. 
Participation in municipal events such as fairs, and other festivities where the public can be informed and educated about environmental issues of concern to the Township.
8. 
Such other duties as may be assigned to the Environmental Officer and Assistant Environmental Officers from time to time by the Township Committee of the Township of Holmdel.
9. 
The activities of the Assistant Environmental Officers shall be subject to direction and coordination of the Environmental Officer.
c. 
Appointment and Term of Officer. The Environmental Officer and up to two Assistant Environmental Officers shall be appointed by the Township Committee to a term of one year. There shall be no compensation for the person so appointed.

There is hereby established a Human Relations Council within the Township to prevent bias and promote understanding and tolerance among all residents of Holmdel regardless of ethnicity, race, color, creed, national origin, ancestry, age, disability, marital status, gender, or sexual orientation. The Council may bring to the attention of various Township organizations any above issues to be addressed.

The Human Relations Council shall consist of nine members. The Mayor or his/her designee from the Township Committee shall be a member plus eight members appointed by the Township Committee. All members shall serve without compensation. Membership shall be made up from the following categories:
a. 
Mayor or designee from Township Committee, one.
b. 
Law Enforcement, one member.
c. 
Educator, one member.
d. 
Members at Large, six members - to consist of persons reflecting the ethnic diversity of the Township.
The members shall serve three-year terms; however, each member shall initially serve until December 31 of the year of their initial appointment. Thereafter, the term of the Mayor or designee from the Township Committee shall expire each December 31. The Township Committee shall stagger the terms of the remaining eight members so that the terms of two members shall be for one year, the terms of three members shall be for two years and the terms of three members shall be for three years. Subsequently, each appointment of the eight general members shall be for a three year term.

The officers of the Council shall consist of a Chairperson, a Vice-Chairperson selected by the Council, and a Secretary selected by the Council. The Council shall submit to the Township Committee the name of the person to serve as Chairman, whose appointment to that position shall be subject to the advice and consent by affirmative vote of a majority of the full membership of the Township Committee. Upon vacancy of the Chair, his or her replacement shall be subject to the aforementioned advice and consent of the Township Committee.

The Council shall meet at least quarterly on date or dates to be designated by it. Special meetings may be called at the discretion of the Chairperson or the governing body member with not less than seven days' notice in writing to all Council members.

A vacancy on the Human Relations Council occurring other than by expiration of a term shall be filled for the unexpired term by appointment of the Township Committee.

Any member of the Council may be removed during his or her membership term for cause upon affirmative vote of a majority of the full membership of the Township Committee. Any member being considered for such removal shall be advised of the proposed reasons for removal and given an opportunity to address the Township Committee before the removal vote is taken. Notwithstanding the procedure set forth above, the procedure for removal of a member for failure to attend meetings shall be governed by N.J.S. 40A:9-12.1g.

The Human Relations Council shall have the following powers and duties:
a. 
To foster and promote good will, cooperation and conciliation among all inhabitants of Holmdel Township, including facilitating the mediation of cultural problems and incidents of bias.
b. 
To conduct, facilitate, and cosponsor educational forums that will stress sensitivity to diversity in ethnicity, race, creed, color, national origin, ancestry, gender, age, marital status, and sexual orientation; to review stereotyping or bias incidents that may occur.
c. 
To cooperate with other units of government or agencies concerned with purposes similar to that of the Council.
d. 
To make recommendations to the Mayor and Township Committee for the development of policies, procedures and programs that will aid in the prevention and elimination of all types of discrimination based upon race, creed, color, national origin, ancestry, age, marital status or sex.
e. 
To make an annual report to the Mayor and Township Committee of its activities.

There is hereby established an Open Space Advisory Council within the Township to review and recommend parcels of land to be included in the Open Space Plan, to recommend acquisition and preservation of lands within the Township of Holmdel, and to undertake such other activities as are authorized hereafter.

The Open Space Advisory Council shall consist of nine members. The Mayor or his/her designee from the Township Committee shall be a member plus eight members appointed by the Township Committee. All members shall serve without compensation. Membership shall be made up from the following categories:
a. 
Mayor or designee from Township Committee, one member.
b. 
A member of the Township Committee other than the Mayor, one member.
c. 
A member of the Planning Board, one member.
d. 
A member of the Environmental Commission, one member.
e. 
A member of the Recreation Advisory Committee, one member.
f. 
Residents of the Township, four members. ("Members at Large").
The terms of the members in categories a–e shall expire each December 31. The Members at Large shall serve staggered three-year terms; however, initially the term of one member shall expire December 31, 2000, the term of one member shall expire December 31, 2001, and the terms of two members shall expire December 31, 2002. Subsequently, each appointment of a Member at Large shall be for a three-year term.

Notwithstanding the procedure set forth above, removal of a member for failure to attend meetings shall be governed by N.J.S.A. 40A:9-12.1g.

The Council shall have the following advisory powers and duties:
a. 
Prepare a report to the Township Committee, setting forth the Council's recommendation of which parcels of property within the Township should be acquired in fee and/or those parcels of property within the Township from which the Township should acquire development rights.
b. 
Devise a plan and methodology for ranking properties recommended for acquisition and/or property from which development rights should be acquired.
c. 
Based upon the methodology adopted in paragraph b above, produce a prioritized list of properties to recommend for acquisition and/or properties from which development rights should be acquired. The initial prioritized list shall be filed with the Township Committee no later than September 30, 2000.
d. 
On or before September 30 of each year update the prioritized list.
e. 
Advise the Township Committee regarding the availability of funds for acquisition of such property and aid the Township in applying for such funds.
f. 
Recommend employment of professional advisors, including property appraisers, all subject to approval of the Township Committee.
g. 
Foster and promote the preservation of open space within the Township.
h. 
Help create and disseminate information promoting open space preservation.

The terms of the alternate members shall be for two years except that the terms of the alternate members first appointed shall be for two years for Alternate No. 1 and one year for Alternate No. 2.

The purpose of this section is to foster the openness of government and provide citizens with information concerning the various appointed municipal positions which exist within the Township of Holmdel. The section further provides for a procedure whereby a citizen can indicate his/her desire to serve in a particular appointed position. Finally, the section provides for a notification process so that those citizens who have indicated a desire to hold a position will be notified when that position is under consideration for appointment and will ultimately be notified as to the action that was taken.

The following terms as used in this section shall have the meaning set forth below unless the context within which the term is used clearly provides for a different meaning:
APPOINTED MUNICIPAL POSITION
Shall mean any appointed position within the Township government which is created either by statutory law or by ordinance or resolution. Examples of such positions are Municipal Historian, member of any board, commission, agency, council or committee of the municipality.
APPOINTING AUTHORITY
Shall mean the official or body which by virtue of statutory law or by ordinance or resolution is given the authority to appoint a person to hold a particular appointed municipal position.

The Municipal Clerk or designee shall cause a register of appointed municipal positions to be prepared and maintained. Such register shall be made available on the Township's website and at Town Hall and shall set forth at least the following:
a. 
Title of each appointed municipal position.
b. 
Brief description of the position's powers and duties.
c. 
Any special credentials or qualifications required to hold the position.
d. 
The length of the term for the position.
e. 
The name of the person currently holding the position, the expiration date of his or her term, and the number of vacant seats on the board or commission.
f. 
The dates/times and frequency of any meetings which the holder of the position must attend.

The Municipal Clerk or designee shall maintain a current updated listing of all existing vacancies for each appointed municipal position within the municipality. Such list shall be made available at the Municipal Clerk or designee's office and shall, in addition, be posted on a bulletin board maintained for public announcements in Town Hall. Further a press release shall be prepared by the Municipal Clerk and forwarded to the local papers and the vacancy shall be posted on the Township web site.

Unless essential for the proper functioning and/or carrying on of business of the local agency upon which the vacancy has occurred, a vacancy shall not be filled for a period of 30 days from its posting in order to allow interested persons time to submit applications as provided in subsection 2-66.6 below.

The Municipal Clerk or designee shall maintain an application form to be completed by any person interested in serving in an appointed municipal position. Such application shall, at a minimum, contain the following information:
a. 
Name.
b. 
Address.
c. 
Telephone number.
d. 
E-mail address.
e. 
Appointed municipal position sought.
f. 
Qualifications/experience for position.
g. 
Signature.

Any person interested in serving in an appointed municipal position may file an application for such position with the Municipal Clerk or designee. Such application(s) may be filed at any time, whether or not the appointed municipal position sought is vacant. A person may withdraw his or her application at any time.

The Municipal Clerk or designee shall maintain all filed applications in a file or binder, segregated for each board or commission. Applications shall be considered void after two years unless renewed by the applicant.

Prior to filling any appointed municipal position, the appropriate appointing authority shall review each application filed for that position. Each person having submitted an application for an appointed municipal position under consideration to be filled shall be notified of said vacancy. The appointing authority shall conduct such review, investigation and/or interviews, as the appointing authority deems necessary or advisable, in its discretion. After a decision is reached to fill a vacant appointed municipal position, all those who had submitted an application for that position shall be notified of the appointing decision.

A Finance Advisory Committee is hereby established and shall be known as the Finance Advisory Committee of the Township of Holmdel ("FAC").
The FAC shall consist of seven members appointed by resolution of the Township Committee, comprised of six persons who are residents of the Township ["public member(s)"], appointed to terms of three years, and one member of the Township Committee, appointed at reorganization on an annual basis to a term of one year (the "Township Committee liaison"). All public members of the FAC shall be appointed on the basis of their experience, qualifications and fitness for service to the Committee. The appointments of public members of the FAC shall be staggered so the terms for two members of the FAC shall expire each year. A vacancy on the FAC occurring otherwise than by expiration of a term shall be filled for the unexpired term in the same manner as the original appointment. Public members shall serve for their respective terms and in holdover until their successors are appointed and qualified.
The members of the FAC shall serve without compensation.
The members of the FAC shall choose from among its members a Chairman, a Secretary, and such officers as it may deem necessary.
The FAC shall serve in an advisory capacity, providing guidance to the Township Committee regarding the municipality's fiscal affairs. The FAC may review publicly available documentation and hold discussions on relevant considerations, including means of achieving financial responsibility, means of offsetting the property tax burden for Holmdel residents, and identification of potential new revenue opportunities. The FAC may make recommendations, which shall be transmitted to the Township Committee by the Township Committee liaison. Members of the FAC are also encouraged to attend public meetings of the Township Committee that involve discussions or actions relating to the Township's finances, including but not limited to the annual budget.
The FAC shall hold meetings on a quarterly basis, or at the request of the Township Committee liaison.
The FAC shall receive from all officials and all authorized boards, departments and offices of the Township such assistance as may be reasonably required by the FAC in performing its duties, and the FAC shall also be given access to all publicly available municipal records and information which may be appropriate in assisting the FAC in the performance of its duties.

A Traffic and Bike Safety Committee is hereby established and shall be known as the Traffic and Bike Safety Committee of the Township of Holmdel ("TABS Committee").
a. 
The TABS Committee shall consist of seven members, comprised of five persons appointed by resolution of the Township Committee who are residents of the Township, appointed to terms of three years ["public member(s)"], one member of the Township Committee, appointed by resolution of the Township Committee at reorganization on an annual basis, to a term of one year (the "Township Committee liaison"), and one designee of the Chief of Police, who shall be an official from the Holmdel Township Police Department. All public members of TABS Committee shall be appointed on the basis of their experience, qualifications and fitness for service to the Committee. The appointments of public members of TABS Committee shall be staggered so the terms for two members of the TABS Committee shall expire each year. A vacancy on TABS Committee occurring otherwise than by expiration of a term shall be filled for the unexpired term in the same manner as the original appointment. Public members shall serve for their respective terms and in holdover until their successors are appointed and qualified.
b. 
Any member of the TABS Committee may be removed during his or her term for cause by an affirmative vote of the full membership of the Township Committee, provided that the individual has been afforded notice of the proposed reasons for removal and given an opportunity to address the Township Committee before the removal vote is taken.
The members of TABS Committee shall serve without compensation.
The members of TABS Committee shall choose from among its members a Chairman, a Secretary, and such officers as it may deem necessary. The TABS Committee shall hold a reorganization meeting in January of each year and elect its officers at that meeting.
The TABS Committee shall serve in an advisory capacity for matters affecting the safety and well-being of all residents with respect to vehicular, bicycle, and pedestrian safety. The TABS Committee may make recommendations, which shall be transmitted to the Township Committee by the Township Committee liaison. The scope of the TABS Committee deliberations and recommendations may include the following:
a. 
To identify high risk intersections and streets in need of improved traffic safety measures.
b. 
To recommend crosswalks, signage, flashing lights, bike lanes, and other demarcations to improve safety.
c. 
To develop and share communications plans for residents to improve driver safety, bike safety and pedestrian safety.
d. 
To research and share successful programs and measures from other towns to improve safety and encourage bike and pedestrian use.
e. 
To recommend any partnerships or grants at the county, state or private level to fund improvements to traffic and bike safety.
The TABS Committee shall hold meetings on a quarterly basis, or at the request of the Township Committee Liaison or chairman. All meetings shall be scheduled with not less than seven days' written notice afforded to all TABS Committee members.
The TABS Committee shall receive from all officials and all authorized boards, departments and offices of the Township such assistance as may be reasonably required by the TABS Committee in performing its duties, and the TABS Committee shall also be given access to all publicly available municipal records and information which may be appropriate in assisting the TABS Committee in the performance of its duties.

The Township Committee seeks to encourage the regular attendance and participation of appointed members of boards, committees, and commissions of the Township of Holmdel, in order to ensure their proper function and vitality. To accomplish this goal, the Township Committee exercises its authority under N.J.S.A. 40A:9-12.1(g) to establish an attendance policy with a lower absentee threshold than that contained in state law.
a. 
For purposes of this section, "board" shall be defined as any board, committee, commission, authority, or other agency of the Township of Holmdel, established by ordinance or resolution of the Township Committee, whether its membership is appointed by the Mayor or the Township Committee.
b. 
For purposes of this section, "appointee" shall be defined as any person duly appointed to membership on a Board for a term that has not expired.
a. 
In the event that any appointee is absent from meetings of a board for a period of six consecutive weeks, or three consecutive meetings, whichever shall be of longer duration, without being excused by a majority of the authorized members of the board, the appointee's membership on the board shall be terminated and his or her seat automatically deemed vacant by operation of this section.
b. 
Any appointee that seeks to be excused from his or her absences from a board may submit a written request to the board's presiding officer, prior to the meeting upon which automatic removal would occur due to his or her absence. The board shall consider the request for excusal in its discretion, and may refuse to excuse absences unless due to legitimate illness.
c. 
Following any meeting resulting in operation of Subsection a, the presiding officer of the board and any Township employee that attends meetings of the board shall promptly notify the Township Clerk. Upon such notification, the Township Clerk shall inform the appointee in writing that his or her membership has been terminated and his or her seat automatically deemed vacant, with a copy transmitted to the presiding officer of the board, the Township Administrator, and all members of the Township Committee.
