As used in this article, the following terms shall have the
meanings indicated:
ACT
The Special Law Enforcement Officers' Act, N.J.S.A. 40A:14-146.8
et seq.

COMMISSION
The Police Training Commission established in the New Jersey
Department of Law and Public Safety pursuant to N.J.S.A. 52:17B-70.
SPECIAL LAW ENFORCEMENT OFFICER
The person appointed pursuant to this article to temporarily
or intermittently perform duties similar to those performed regularly
by members of the regular police force or to provide assistance to
the regular police force during unusual or emergency circumstances.
The classification of the special law enforcement officers shall
be based upon the duties to be performed by said officers and are
established as follows:
A. An officer of this class is herewith authorized to exercise full
powers and duties similar to those of a permanent regularly appointed
full-time police officer.
B. He/she shall be assigned such powers and duties by the Chief of Police
or, in the absence of the Chief, another law enforcement officer in
a supervisory capacity designated by the Chief to act in his/her stead.
C. The use of a firearm by an officer of this class may be authorized
only after the officer has been fully certified as successfully completing
training as prescribed by the Police Training Commission established
within the Department of Law and Public Safety of the State of New
Jersey.

The duly appointed special law enforcement officer shall be
subject to the rules and regulations governing the Police Division
of the Township of Monroe as adopted by previous ordinances.
No person may be appointed a special law enforcement officer
by the Township unless that person meets the same qualifications as
a full-time police officer, excluding any advanced educational requirements
and the maximum age restriction.
Before any special law enforcement officer is appointed pursuant
to this article, the Chief of Police or, in the absence of the Chief,
other chief law enforcement officer of the Township shall ascertain
the eligibility and qualifications of the applicant and report his/her
determinations, in writing, to the Township.
A special law enforcement officer shall be appointed by the
governing body for a term not to exceed one year, which appointments
shall be made at such time as the governing body deems it necessary
to make such appointments.
Compensation for the special law officer shall be established
annually through the Municipal Salary and Wage Ordinance.

A. There shall
be no more than one person certified by the Township to perform the
duties of a Class II special law enforcement officer.
B. There shall
be no more Class III special law enforcement officers than agreed
upon to cover the public schools within Monroe Township. The number
shall be set by the Mayor with input from the Chief of Police. The
expense for these officers shall be covered by an agreement signed
by the Township of Monroe and the Monroe Township Board of Education.

The Township is required to furnish a special law enforcement
officer with equipment and uniforms. Uniforms issued to Class III
special law enforcement officers shall be reimbursed by the Monroe
Township Board of Education. Should any special law enforcement officer
resign within their contract period, they will be required to return
and reimburse any items invoiced to the Monroe Township Board of Education.
No special law enforcement officer may work more than 20 hours
per week, except as provided as follows:
A. Without limitation as to hours during period of emergency.
B. Assignment for not more than 20 hours per week to provide public
safety and law enforcement services to a public entity, in addition
to not more than 20 hours per week performing the duties pursuant
to this article.
C. For hours to be determined by the Chief of Police while assigned
to public safety duties for a private entity, pursuant to N.J.S.A.
40A:14-146.16, Subsection (a).

D. Monroe
Township may designate one special law enforcement officer (excluding
Class IIIs) to whom limitations on hours employed pursuant to N.J.S.A.
40A:14-146.16, Subsection (a), shall not be applicable pursuant to
N.J.S.A. 40A:14-146.16, Subsection (c).

E. Class III
special law enforcement officer without limitation pursuant to N.J.S.A.
40A:14-146.16, Subsection (a)(5).

The special police officer shall continue in employment during
good behavior and for the duration of his/her appointment/term. Said
person can be removed from office or employment for cause after adequate
hearing.
No special law enforcement officer may be appointed to serve
in more than one municipality at the same time.
