A. 
Route 35 Shrewsbury Associates have filed a written consent with the Borough of Shrewsbury that the provisions of Subtitle One, Title 39, of the Revised Statutes of New Jersey be made applicable to the semipublic roads, streets, driveways and parking lots at The Grove At Shrewsbury located in the Borough of Shrewsbury, County of Monmouth, and the following regulations shall be enforceable:
(1) 
All vehicles must park only in designated areas and between the lines provided.
(2) 
Handicapped parking. All stalls shall be 12 feet wide as shown on the attached site plan[1] and signed with R7-8 (reserved parking sign and penalty plate) in the designated parking areas for persons who have been issued the handicapped parking permits by the Division of Motor Vehicles.

(3) 
Through streets and stop intersections. The following streets or parts of streets are hereby designated as through streets. Stop signs shall be installed on the near right side of each street intersecting the through street, except where yield signs are provided for in the designation:
(a) 
Through streets.

Meadow Drive: entire length, from a point five feet east of Route NJ 35 to the terminus on The Grove property.

South Drive: entire length, from a point five feet east of Route NJ 35 to a point five feet south of Meadow Drive.

North Drive: entire length, from a point five feet north of Meadow Drive to West Drive.
(b) 
Stop intersections. The following described intersections are hereby designated as stop intersections. Stop signs shall be installed as provided therein:

(4) 
Speed limits.
(a) 
The speed limits for both directions of traffic in the parking lots shall be 15 miles per hour.

(c) 
Regulatory and warning signs shall effect the above designated speed limits authorized by the Department of Transportation.
(5) 
Tow-away. Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exit ways, loading zones, oil fills, any grass area, pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
(6) 
Restricted parking. No person shall stop or stand a vehicle at any time upon any of the streets or parts of streets described below:

(7)

(8) 
Turn prohibitions. No person shall make a turn at any location listed and only in the manner described:

All signs, posts, bolts or other necessary materials shall be installed and paid for by the applicant. Work shall be checked by the Police Department to ensure that installations meet state and federal specifications, and all signing shall conform to the current Manual on Uniform Traffic Control Devices.
B. 
Any person who violates or fails or refuses to comply with this section shall, upon conviction thereof, be liable to a fine not exceeding $200 or imprisonment for a term not exceeding 15 days.

A. 
Pursuant to N.J.S.A. 39:5A-1, vehicular traffic and the parking of motor vehicles in the shopping center area known as "The Treasure Island Shopping Center," Broad Street, having exits on Broad Street, shall be subject to the following regulations:
(1) 
No other vehicle or other vehicle shall be operated in the area at a speed greater than 15 miles per hour.
(2) 
No motor vehicle shall be parked in any of the lots between the hours of 11:00 p.m. and 6:00 a.m.
(3) 
Parking is permitted in the spaces provided and delineated by lines painted upon the surface of the parking area.
(4) 
Handicapped parking spaces are hereby designated as restricted parking areas for use by persons who have been issued special vehicle identification cards by the Division of Motor Vehicles or the temporary cards issued by the Chief of Police. No other persons shall be permitted to park in these spaces.
(5) 
Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exit ways, loading zones, oil fills, any grass area, pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
B.

No motor vehicle or other vehicle shall be operated in the area at a speed greater than five miles per hour.
(2) 
No vehicle shall be parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grass area, or pedestrian walkways or present in any way a safety or traffic hazard.
(3) 
Any vehicle parked or standing as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grass area, or pedestrian walkways or present in any way a safety or traffic hazard may be removed by towing the vehicle at the owner's or operator's expense.
(4)
