The Council of the Borough of Houston is hereby authorized to appoint the same person to the offices of Secretary and Treasurer and to prescribe the compensation for his or her services.
The office of Assistant Secretary is hereby created. The Assistant Secretary shall be appointed by the Borough Council and, in the absence or disability of the Secretary, shall perform the duties and exercise the powers of the Secretary. The Assistant Secretary may be appointed from the membership of the Borough Council, but shall not be any other officer thereof.
The Assistant Secretary shall receive such compensation for his or her services as the Council may prescribe; provided, however, that no Councilman shall receive compensation for services rendered as Assistant Secretary.
