Township parks shall be available for group usage subject to the policies and procedures set forth in this article.

The following policies and procedures shall govern group use of all Township parks:
A. 
Groups using any Township park shall be responsible for cleaning all debris from the parks prior to leaving the park. Any group using a Township park shall designate an individual responsible for the cleanup of any field being used. In the event the fields are not cleaned of debris in an acceptable fashion, the Township may deem it necessary to send a Township crew to clean debris. In the event the Township sends a crew to clean debris, the responsible group shall be billed an amount as provided in Chapter 152, Fees, per field per hour for the time spent on field cleanup.
B. 
Groups using the park shall designate an individual responsible for doing a safety inspection of the fields both prior to and after games have been completed.

The following additional policies and procedures apply to the use of Washington Park by groups:
A. 
Groups desiring to schedule games at Washington Park shall schedule those games only on Tuesday through Sunday. Monday games may be scheduled only with the specific prior approval from the Parks and Recreation Director.
B. 
Parking. Groups utilizing Washington Park shall encourage participants to park in field-provided parking rather than on streets surrounding Washington Park.
C. 
The public address system will only be utilized with the prior approval of the Director of Parks and Recreation.
D. 
Lighting at Washington Park.
(1) 
All field lighting, excepting lighting necessary for public safety, shall be turned off by 10:00 p.m. between April 1 and August 15 and by 7:30 p.m. between August 16 and November 30, except that on Tuesdays through Saturdays the lights must be turned off by 9:00 p.m. during this period. Notwithstanding these restrictions, the light on one light pole may remain lit for a reasonable period to permit safe egress from the fields following completion of the games.
(2) 
There shall be no illumination of any field not currently in use.
(3) 
There shall be no field illumination on Sunday or Monday.
(4) 
Lighting restrictions may be waived for all-star games, state tournament games, and on special occasions with the prior approval of the Director of Parks and Recreation.
(5) 
Penalties. In the event the group using the fields does not turn off the lighting in compliance with this policy, the Director of Parks and Recreation shall have the right to suspend the privileges of the group violating the policy from using lighting for a period she deems appropriate.
E. 
The Parks and Recreation Director shall have the authority to close fields if she deems field closures necessary for reasons of field protection or public safety.

Any group seeking to utilize the fields at any Township park shall provide proof of insurance and a certificate of insurance naming the Township as an additional insured in an amount and in such form as may be required by the Township.

A. 
Field use scheduling policy. Field use scheduling for outside groups shall be at the discretion of the Director of Parks and Recreation, who shall have the authority to establish such policies as the Director deems necessary to administer field usage. Each organization seeking to use a Township field shall designate one individual as the responsible party for field scheduling and reservations. That individual shall submit a list of coaches within the organization. A certificate of insurance shall be required prior to reserving a field. The Director shall have the authority to suspend an organization which fails to comply with field usage policy.
B. 
Field usage fees,
(1) 
The fee for resident organizations based in Pequannock Township shall be as provided in Chapter 152, Fees. The organization must submit a current certificate of insurance with a Pequannock Township address as proof of its resident status along with additional information as may be required by the Director.
(2) 
The fee for all nonresident organizations shall be as provided in Chapter 152, Fees. The organization must submit a current certificate of insurance along with additional information as may be required by the Director.
(3) 
There shall be no fee for Department of Parks and Recreation and Township-sponsored organizations, including, but not limited to, Little League.

The following policies shall govern group use of the Greenview Park Pavilion:
A. 
Groups shall have the ability to reserve the Greenview Park Pavilion. All reservation requests shall be made on forms established by the Director of Parks and Recreation. The pavilion may not be reserved at times when fields are in use for league play. Reservation fees are as provided in Chapter 152, Fees.
B. 
The Director shall establish procedures and guidelines necessary for the implementation of pavilion reservations.
