This article shall be known as "The Rockland
County Service Opportunity and Accessibility Act."
The Rockland County Executive, or his/her designee,
shall make available to the public the directory of boards and commissions
as follows:
A. Posting the list and application in a prominent place
on the Rockland County website.
B. Posting the list and application in a prominent place
in all Rockland County department offices.
C. Making the list available for posting in public libraries
and community centers.
The Rockland County Executive, or his/her designee,
shall make available to the public an application, in a form to be
created by the Rockland County Executive's designee, for the public
to use to apply for appointment to the official boards and commissions
serving Rockland County government, as follows:
A. Posting the application in a prominent place on the
Rockland County website.
B. Posting the list and application in a prominent place
in all Rockland County department offices.
C. Making the application available for posting in public
libraries and community centers.
D. The name and contact information of the Rockland County employee designated pursuant to §
22-6 of this article for the public to contact with requests or information concerning applications.
The Rockland County Executive shall designate
a person in his/her administration as the contact person, available
to the public, for questions about appointments to boards and commissions
and to express interest in seeking such appointments. Such person's
contact information shall be made available to the public on the application
form as required by this article.
The Rockland County Executive's designee shall
collaborate with local entities to effectuate the intent of this article.
This article shall apply to all official Rockland
County government boards or commissions created by resolution, local
law, executive order, and charter or administrative code. This includes
all boards and commissions in existence as of the effective date of
this article.

For the purpose of this article, the following definitions shall
apply to the following terms:
ANNUAL REPORT
The report submitted annually to the Legislature pursuant
to this article.
COUNTY BOARDS AND COMMISSIONS
All official Rockland County government boards or commissions
created by New York State Law, and/or County charter, local law, resolution,
and executive order, in existence as of the effective date of this
article or created by any of these methods in the future.
DIVERSITY TRAINING
A training delivered to make members more aware of diversity
and inclusion in the County and understanding the impact of implicit
bias on public policy decisions that are made by County boards and
commissions.
GENDER
Includes actual or perceived sex, gender identity, and gender
expression, including a person's actual or perceived gender-related
self-image, appearance, behavior, expression, or other gender-related
characteristic, regardless of the sex assigned to that person at birth.
PERSON FROM A COMMUNITY OF COLOR
A person who self-identifies as any of the following races
and/or ethnicities:
A.
AMERICAN INDIAN or ALASKAN NATIVEA person having origins in any of the original peoples of North and South American, including Central America, and who maintains tribal affiliation or community attachment).
B.
ASIANA person who identifies with one or more nationalities or ethnic groups originating in the Far East, Southeast Asia, or the Indian subcontinent, including but not limited to Cambodia, China, India, Japan, Korea, Malaysia, Pakistan, the Philippine Islands, Thailand, and Vietnam.
C.
BLACK or AFRICAN AMERICANA person having origins with one or more nationalities or ethnic groups of the black racial groups of Africa, including but not limited to, African American, Jamaican, Haitian, Nigerian, Ethiopian, Somali, Ghanaian, South African, Barbadian, Kenyan, Liberian, and Bahamian.
D.
HISPANIC, LATINO, OR SPANISH ORIGINA person who identifies with one or more nationalities or ethnic groups originating in Mexico, Puerto Rico, Cuba, Central and South America, and other Spanish cultures. Examples of these groups include, but are not limited to Mexican or Mexican American, Puerto Rican, Cuban, Salvadoran, Dominican, Colombian, Ecuadorian or Venezuelan.
RACE, ETHNICITY AND GENDER FORM
A separate document that will accompany any and all proposed
appointments to County boards and commissions requiring Legislative
confirmation.
This article applies to all official Rockland County government
boards and commissions. This article, however, does not apply to those
board and commission members who in that role would be considered
an "employee" of the County of Rockland as that term is defined in
the Civil Rights Act of 1964, codified at 42 U.S.C.S. § 2000e.
All of the provisions of this article, except for §
22-13, will take effect immediately upon filing with the New York Secretary of State. Section
22-13 will take effect on January 1, 2022.
