The following shall be and are hereby declared to be the fire
limits;
Beginning at the center of the intersection of West Second Street
and North Locust Street; thence east along said Second Street to the
center of the intersection formed by East Second Street and North
Jefferson Street; thence south to the center of the intersection formed
by South Jefferson Street and East Lincoln Street; thence east to
the Eastern Town Limits; thence straight South to the Southern Town
Limits; thence straight west to a point directly south of Locust Street
extended; thence north along said extended street to the point of
beginning.

A. Except as hereinafter exempted in this Section, no wall, structure,
building or part thereof shall hereafter be built, enlarged, or altered
within the corporate limits until a plan of the proposed work, together
with a statement of the materials to be used, shall have been submitted
in writing in duplicate to the Building Inspector, who shall, in accordance
with the provisions herein contained, issue a permit for the proposed
construction. The permit herein required shall be made in duplicate
and in such form as may be adopted by a resolution of the Town Council
and one copy thereof shall be kept on file in the office of the Town
Clerk.
B. Ordinary repairs and minor alterations not involving any change in
major structural parts such as walls, beams, girders, chimneys and
flues, or involving a cost or not more than two hundred dollars ($200.00),
or erection of detached outbuildings outside the fire limits (such
as sheds, chicken houses, and one-car private garages) costing not
more than two hundred dollars ($200.00); or minor changes or repairs
in electrical wiring of equipment shall not require the issuance of
a permit.
C. No building shall be moved until a permit has been obtained from
the Building Inspector and such official shall not issue such permit
if in his/her judgement the proposed new location would seriously
increase the fire hazards of the surrounding buildings.
D. When any wall, structure, building, or part thereof shall be constructed
within the corporate limits without a permit or contrary to the provisions
of this Chapter, it shall be taken or torn down or removed, and the
expense incident thereto shall be recovered of the owner of said property
by a suit in a court of competent jurisdiction.

A. The
following schedule of fees and provisions for building permits, inspections,
and plan reviews is adopted:
1. Construction cost shall include total value of all construction work,
including materials and labor, for which the permit is being used,
such as gas, mechanical, plumbing equipment, and permanent systems.
The Building Official shall make the final determination of value.
Construction cost includes demolition costs.
2. These fees are in addition to the other applicable fees and charges
by the Town.

Fees for non-commercial construction:

a. New Construction: Base cost of $20.00 plus $1.00/$1,000.00 of construction
cost over $10,000.00.
b. Remodeling: Base cost of $15.00 plus $1.00/$1,000.00 of construction
cost over $5,000.00.
4. Reinspection fees are fifty dollars ($50.00) per trip.
5. Plan reviews are required for all projects with construction costs
of five hundred thousand dollars ($500,000.00) and greater. The plan
review fees are separate fees from and in addition to the permit fees.
The plan review fees are equal to the Town's actual costs for such
plan review. For all projects requiring plan review, construction
documents shall be required to be prepared by a registered licensed
professional in the State of Missouri and will include his/her professional
seal or stamp.
6. Third party building code inspections are required for all projects
with a construction costs of five hundred thousand dollars ($500,000.00)
or more. The owner shall pay the cost for such inspections. This fee
is in addition to all other fees. The owner may engage and pay directly
the inspector if the inspector is approved by the Building Official.
If the inspector is engaged by the Town, the owner shall make a deposit
with the Town for the anticipated cost of the inspections before commencing
construction.
7. Certificate Of Occupancy. A certificate of occupancy will not be
issued until all inspections have been performed and approved and
all permit and inspection fees paid. Occupation or use of a building
or area prior to receiving a certificate of occupancy is prohibited.
Any person or persons occupying or using a building or area prior
to receiving a certificate of occupancy shall be guilty of an ordinance
violation, and subject to a fine up to five hundred dollars ($500.00),
with each day of occupancy to be a separate offense.
8. The Building Official may authorize refunding of any fees paid hereunder
which was erroneously paid or collected. The Building Official may
authorize refunding of not more than eighty percent (80%) of the permit
fee or plan review fee paid when no work has been done under a permit
issued. The Building Official shall not authorize refunding of any
fee paid except on written application filed by the original permittee.
No refund will be authorized if the permit expires.
9. All permits shall expire after one hundred eighty (180) days from
the date of the permit, unless specifically noted on the permit by
the Building Official. If a permit expires, a new permit shall be
obtained, and the fee therefore shall be one-half (1/2) the amount
required for a new permit for such work, excluding plan review fee,
and provided no changes have been made or will be made in the original
plans and specifications for such work. The Building Official may
grant, in writing, one (1) or more extensions of time for periods
not more than one hundred eighty (180) days each. The extension shall
be requested in writing and justifiable cause demonstrated.

The Building Inspector shall inspect all buildings or structures
during construction to see that the provisions of this Chapter are
complied with. Whenever in his/her opinion, the continuance of a building
operation is contrary to public welfare, he/she may order all further
work to be stopped and may require suspension of work until condition
in violation has been remedied.
