Section 254.92, Wis. Stats., describing and defining regulations with respect to the use of cigarettes and tobacco products by persons under 18 years of age, is hereby adopted by reference and made a part of this section as if fully set forth herein.
A. 
Definition. As used in this section, the following terms shall have the meanings indicated:
SMOKE or SMOKING
Carrying a lighted cigar, cigarette, pipe or any other lighted smoking equipment.
B. 
Regulation. No person shall smoke in any enclosed, indoor area of the Village Hall. The enclosed, indoor areas in which smoking is prohibited include all interior sections of the Village Hall. No enclosed, indoor areas of the Village Hall are to be designated as smoking areas at any time. (§ 101.123, Wis. Stats.)

A. 
License required. No person shall in any manner, directly or indirectly, manufacture, sell, exchange, dispose of, give away or keep for sale any cigarettes or tobacco products without first obtaining a license from the Clerk.
B. 
Application. The application for such license shall contain the applicant's name and address or, if a corporation, the names and addresses of the directors and officers, and shall specify whether the applicant will sell, exchange, barter, dispose of or give away the cigarette or tobacco products over the counter or in a vending machine, or both.
C. 
License fee. A fee shall be paid to the Clerk for the issuance of the license. The fee shall be in an amount established by resolution of the Village Board. The license shall be an annual license and expire the following June 30 unless sooner revoked.
D. 
Form of license. All such licenses shall name the licensee and specifically describe the premises where such business is to be conducted. Such license is not transferable from one person to another nor from one premises to another. All such licenses shall be signed by the Clerk.

Any person who shall violate any provision of this chapter shall be subject to a penalty as provided in § 1-4 of this Municipal Code.
