The Recreational Resort Development District (RRDD) is intended for resort and recreational purposes and to provide for the development of resort and recreational uses, including hotels, motels, recreational vehicle lots for rental or sale and other similar uses oriented toward tourism and resort businesses. This district also may provide as allowed uses meeting rooms, convention facilities, bars, lounges and restaurants, and retail and commercial uses intended primarily for the guests and/or owners of the facilities. All applicable uses will adhere to Wyoming Statutes and the zoning ordinances of the Town of Pinedale, Wyoming, unless specifically modified herein.
As used in this article, the following terms shall have the meanings indicated:
RECREATIONAL FACILITY
Includes buildings, structures or areas built or developed for purposes of entertaining, exercising, or observing various activities participated in either actively or passively by individuals or organized groups.
RESORT
Includes a building or group of associated buildings containing accommodation units for visitors consisting of individual guest rooms, suites, or separate dwelling units, with related dining facilities and other types of accessory facilities including private recreation facilities, operated under a single management which provides the occupants thereof with customary hotel services and facilities.
The following uses may be operated as permitted uses in the RRDD Zone District:
A. 
Primary uses:
(1) 
Hotel and motel (including restaurants, lounges or bars).
(2) 
Convention center and facility.
(3) 
Motorcoach resort developments.
(4) 
Recreational vehicle park and campground.
(5) 
Resort.
B. 
Secondary uses.
(1) 
Secondary uses are as follows:
(a) 
Art gallery.
(b) 
Clothing store.
(c) 
Coffee shop, snack bar, bakery, candy shop, etc.
(d) 
Convenience food store.
(e) 
Educational and cultural facility such as museum, school, theater.
(f) 
Financial institution.
(g) 
Grocery store (maximum 3,000 square feet).
(h) 
Health club.
(i) 
Laundromat.
(j) 
Recreation facility.
(k) 
Restaurant, excluding drive-in/drive-through.
(l) 
Retail sales, service and rental of items of a minor character relating to the resort including, but not limited to, gift shops, clothing stores, photo labs, barber and beauty salons, boating supplies, ski equipment, sports equipment sales and rental. (This does not include sales of major recreational vehicles, self-contained campers, boats, jet skis, or snow machines.)
(m) 
Resort area equipment maintenance facilities.
(2) 
Secondary uses may not be established prior to a primary use being established and constructed on a zone lot. Secondary uses may not exceed 20% of the area of a zone lot. However, if primary use has been established and owner has a contiguous property, secondary uses can be established on the contiguous property prior to any primary uses being established if secondary use does not exceed 20% of contiguous property.
A. 
Usage will be restricted to Class A and Super C motorcoaches only.
B. 
Minimum lot size will be 1,200 square feet.
C. 
The maximum density will be 10 sites per gross acre.
D. 
The minimum site width at the point of access to a roadway is 20 feet.
E. 
The maximum lot coverage will be 90%.
F. 
All streets and alleys within the development will be for the private use of the owners and occupants and not for public use provided the continuity of Town streets and alleys shall be maintained.
G. 
Individual space requirements will be in accordance with § 475-190 of the Ordinances of the Town of Pinedale.
H. 
Landscaping standards will be in accordance with § 475-193 of the Ordinances of the Town of Pinedale.
I. 
Sanitation requirements will be in accordance with § 475-192 of the Ordinances of the Town of Pinedale.
J. 
One visitor parking space per five campsites or recreational vehicle sites will be provided. Handicap accessible parking will be provided at a ratio of one space for every 25 campsites or recreational vehicle sites or per ADA requirements, whichever is greater. Van-accessible handicap spaces will be provided at a ratio of 1:8 for the total number of handicap spaces with the first handicap space being van-accessible.
K. 
All roadways and all parking spaces will be constructed and paved according to Town standards and specifications.
L. 
All utilities, including media cables, will be placed underground.
A. 
Usage may include recreational vehicle sites, permanent and semipermanent structures for short-term rentals, e.g., cabins, teepees, yurts, raised platforms and campground sites.
B. 
Recreational vehicle parks and campgrounds shall comply with all of the requirements of Chapter 475, Article XXIII, of the Ordinances of the Town of Pinedale excepting § 475-196B and § 475-197.
The following may be provided in a motorcoach resort development or a recreational vehicle park and campground.
A. 
A maximum of two single-family dwellings for occupancy by the development owner and/or manager/caretaker.
B. 
An office for development use, rental and sales.
C. 
Service buildings (restrooms and shower facilities).
D. 
Parks and playgrounds.
E. 
An area to store recreational vehicles, trailers, watercraft and other licensed items of personal property of owners or occupants of the development.
A. 
Each site will contain a stabilized parking pad with adequate space to provide parking for one recreational vehicle and one passenger vehicle. The parking spaces can be either in line or side by side, with a surface covering of crushed stone, paving, asphalt, concrete or other suitable material.
B. 
Recreational vehicle sites will be provided with electrical, potable water and sewer connections. Other types of rental sites may or may not include water, sewer, electric and natural gas utilities.
C. 
All sites may be rented on a nightly, weekly, monthly, or yearly basis. Regardless of how a site is rented or if a site is located on an owned lot as described in § 475-149.19 below, the length of stay on a site by any one user may not exceed 180 days in any calendar year. Only sites may be rented. A recreational vehicle located on a site shall not be rented for occupancy.
A central service building will be provided for campgrounds that have spaces designated for use by tents or trailers. The central service building must contain toilets, showers and lavatories.
A. 
Within a motorcoach resort development, designated areas of the development may be platted with recreational vehicle lots laid out and identified for individual sale and ownership. Such platting shall only be allowed in compliance with Chapter 400 of the Ordinances of the Town of Pinedale.
(1) 
Easements shall be provided for Town use, access and maintenance to Town utilities (main water and sewer lines, curb stops, clean outs, sewer manholes and similar Town services.
(2) 
Plat shall contain note that Town is not responsible for maintenance, repair or snow plowing of development private streets.
(3) 
Individual water and sewer services shall be required for each lot including water meters. Prior to occupancy each lot owner shall file water and sewer application, receive the required permit, pay the required water and sewer connection fees and establish the necessary utility account with the Town.
(4) 
A membership organization of lot owners must be established by the developer and registered with the Secretary of State of Wyoming as an entity and in a form approved by the Town of Pinedale. This organization shall be responsible for maintenance and repair of all common areas in the platted area, including but not limited to streets, and snowplowing.
B. 
Only recreational vehicle sites specifically platted for that purpose may be individually sold and owned.
C. 
The platted lots will have restrictive covenants approved by the Town of Pinedale to ensure the appropriate uses and development of individually owned lots.
D. 
All individually owned recreational vehicle lots within a RRDD may be rented on a nightly or other short-term basis regardless of other Town ordinances restricting short-term rentals.
A. 
For recreational vehicle lots and spaces no part of an independent or dependent travel unit, including the tongue, will be located closer than eight feet from a private roadway or 20 feet from a public right-of-way. No unit will be placed within 20 feet of any other building within or outside of the park or campground.
B. 
For owned lots for motorcoach resort developments per § 475-149.18, the following setbacks for structures and any part of a motorcoach shall also apply.
(1) 
Side yard: two feet.
(2) 
Rear yard: five feet.
C. 
Setbacks for uses other than recreational vehicles will comply with the C-1 zoning ordinances of the Town of Pinedale, unless the requirements of this article are more restrictive, in which case the requirements of this article will control.
Hotel and motel developments will be in accordance with the C-1 zoning ordinances of the Town of Pinedale.
Any placement of two or more structures containing permitted uses on the same zone lot shall comply with §§ 160-24 and 475-260.
Storm drainage shall be contained on site or otherwise diverted from the public right-of-way on all primary uses. Drainage design to be reviewed and approved by the Town of Pinedale.
