There is hereby established an Inspectional Services Department, which shall have and exercise all the powers and duties, as herein conferred by this article and imposed by general law, to administer and coordinate all matters relating to inspectional services for all citizens and property located within the City of Haverhill.
The Mayor shall appoint a Director of the Inspectional Services Department, who shall hold office and serve at the pleasure of the Mayor.
A. 
The Inspectional Services Department shall consist of a Director who shall have administrative control and technical supervision over the following City divisions and board:
(1) 
Inspectional Services staff.
(2) 
Board of Health staff and Board (to be shared with Public Health Department).
The Inspectional Services Division is charged with the enforcement and interpretation of the Commonwealth of Massachusetts State Building Code and the Access Regulations, City of Haverhill Code including zoning and other provisions, Chapter 40A of Massachusetts General Laws. The Division enforces the compliance of the conditions on the variances and special permits granted by the Board of Appeals, and assists in the enforcement of the Planning Board restrictions. The Division issues permits for all construction regulated by the State Building Codes, and performs all related inspections. The Division works in cooperation with the Haverhill Fire Department for fire protection of all new and existing buildings. The Inspectional Services Division also includes the administration and enforcement of the State Sanitary and Environmental Codes. Included within the Inspectional Services Division are the Deputy Director, Building Inspector, Local Building Inspector(s), Electrical Inspector, Plumbing Inspector, Sealer of Weights and Measures, Senior Sanitary Inspector(s) and Sanitary Inspector(s).
Should any of the provisions of this article or any rules or regulations adopted pursuant hereto be found to be in conflict with the provisions of any existing ordinance, resolution, rule, regulation or Code of the City of Haverhill, the provisions of this article shall apply.
