This article shall also be known as the "Royal Oak Savings Bank Block Historic District Ordinance."
The purpose of this article is to provide for the preservation and/or rehabilitation of the buildings and property at the historic sites of the former Royal Oak Savings Bank Building at the southwest corner of Fourth and Main Streets and Haberman's Fabric Store on Fourth Street (also known as the "Miller Building"), in the City of Royal Oak, Michigan, also known more specifically as:
A. 
Lot 1, inclusive of Block 22, of Assessor's Plat No. 20 of Sherman Stevens plat, according to the plat thereof as recorded in liber 35, pages 33 and 33a of plats Oakland County, Michigan records; and
B. 
Lot 8, inclusive of Block 22, of Assessor's Plat No. 20 of Sherman Stevens plat, according to the plat thereof as recorded in liber 35, pages 33 and 33a of plats Oakland County, Michigan records.
The Royal Oak City Commission determines that the properties described above are eligible for local historic designation under the guidelines established by Article I, Historic District Study Committee, of this chapter, as amended.
The Royal Oak City Commission hereby designates the properties described in § 82-36A and B as historic districts pursuant to Article I, Historic District Study Committee, of this chapter, as amended.
The owner or owners of the property or portions of the property described in § 82-36A and B are required to apply for and obtain a certificate of appropriateness before commencing any work in the historic site. When considering an application, the Historic District Commission will be guided by the standards for rehabilitation set forth by the United States Secretary of the Interior at 26 CFR Part 67 and Article II, Historic District Commission, of this chapter.
